**Executive Summary**
The Directorate General of Mines Safety issued notification G.S.R. 573(E) on July 1, 2026, to establish standardized procedures for testing breathing and resuscitating apparatus, flow meters, and oxygen purity. These rules apply to equipment housed in rescue stations and rescue rooms under the Occupational Safety, Health and Working Conditions (Central) Rules, 2026. The notification mandates monthly testing intervals and strict adherence to purity and pressure standards.
**Key Points / Main Content**
**Testing Frequency and General Inspection**
* **Monthly Testing:** Every breathing and resuscitating apparatus must be thoroughly tested at least once every month, or more frequently if recommended by the manufacturer.
* **Condition Assessment:** Inspections must evaluate the general condition of the apparatus, with specific focus on delicate and perishable parts.
* **Leakage Protocols:** Equipment must be tested for leakage; any apparatus exceeding the manufacturer’s permissible leakage limit is deemed unsafe for use.
**Technical Measurement Standards**
* **Pressure Monitoring:** Testers must measure and record the oxygen pressure within cylinders and the operating pressure of automatic demand valves.
* **IS 10245 Compliance:** Discharge pressures for automatic relief valves and oxygen delivery rates must strictly comply with the limits specified in Bureau of Indian Standards IS 10245 (Part-1) or its latest version.
* **Oxygen Purity:** Oxygen supplied for breathing apparatus must be tested for purity; it is prohibited for use if it contains more than one percent impurities.
**Maintenance of Testing Equipment**
* **Accuracy Checks:** The tools used by apparatus testers must be regularly tested for accuracy at intervals recommended by the equipment manufacturers.
**Documentation and Record Keeping**
* **Record Format:** All measurements, adjustments, and test results must be recorded immediately in a bound paged book or a non-editable electronic form.
* **Verification:** Records must be signed (or e-signed) and dated by the person performing the tests and countersigned (or e-signed) by the Superintendent of the rescue station or room.
**Impact Analysis**
**Rescue Station and Rescue Room Personnel**
**Impact**
Staff are now subject to standardized, mandatory testing protocols for all life-saving breathing equipment and must adhere to strict oxygen purity thresholds.
**Action Required**
Conduct thorough monthly inspections of all apparatus, measure delivery rates against IS 10245 standards, and ensure any equipment exceeding leakage limits is removed from service.
**Apparatus Testers**
**Impact**
Testers are held accountable for the accuracy of their assessments and the maintenance of their own testing tools.
**Action Required**
Perform specified tests on relief valves and demand valves, verify the accuracy of testing instruments at manufacturer-recommended intervals, and provide formal signatures for all test entries.
**Superintendents**
**Impact**
Superintendents bear the final responsibility for the oversight and verification of equipment readiness and documentation compliance.
**Action Required**
Maintain bound paged books or non-editable electronic record systems and countersign all test results to validate compliance with the 2026 standards.
