Executive Summary & Key Takeaways

**Executive Summary** This notification, issued by the Ministry of Labour and Employment on July 10, 2026, specifies the mandatory qualifications and experience for whole-time Training Officers in charge of Vocational Training Centres (VTCs). These standards apply to centres catering to Coal, Metalliferous, and Oil mines as per the Occupational Safety, Health and Working Conditions (Central) Rules, 2026. Immediate compliance is required for all VTCs established under Rule 163 to ensure training is led by qualified professionals. **Key Points / Main Content** **Coal Mines Requirements** * **General Standards:** Training Officers must have at least 10 years of mining experience and hold a First Class Certificate of competency for coal mines. * **Below Ground Operations:** If the VTC serves one or more below-ground coal mines, the officer must have 10 years of experience specifically in below-ground workings and hold a First Class Certificate of Competency (Un-Restricted). **Metalliferous Mines Requirements** * **Basic Qualifications:** Officers require a minimum of 5 years of mining experience and must possess a manager’s or foreman’s Certificate of Competency, or a Degree/Diploma in Mining Engineering. * **Mechanised Opencast Mines:** If catering to two or more mechanised opencast mines, the officer must have at least 7 years of experience and a First Class Manager’s Certificate of Competency. * **Below Ground Operations:** For centres serving below-ground metalliferous mines, the officer requires at least 5 years of experience in below-ground workings and an Un-Restricted Manager’s Certificate of Competency. **Oil Mines Requirements** * **Standard Qualification:** Training Officers must hold an Engineering Degree and have at least 10 years of work experience in oilfields. * **Large Scale Operations:** If the centre serves more than one mine or handles more than 1,000 trainable employees, the officer must possess an Engineering Degree with at least 15 years of oilfield experience. **Impact Analysis** **Vocational Training Centres (VTCs) and Mine Management** **Impact** Centres are now bound by specific, tiered staffing regulations that vary based on the type of mine and the complexity of operations (e.g., below-ground vs. opencast). **Action Required** Management must audit the qualifications of existing Training Officers and ensure all future appointments strictly meet the specified years of experience and certification levels. **Mining and Engineering Professionals (Training Officers)** **Impact** The document establishes clear career benchmarks, requiring high-level competency certificates (such as First Class or Un-Restricted) for senior training roles. **Action Required** Individuals seeking these roles must obtain the relevant Certificates of Competency and document their specific experience in below-ground or oilfield workings as applicable. **Directorate General of Mines Safety (DGMS)** **Impact** The notification provides a legal framework for the Chief Inspector-cum-Facilitator of Mines to regulate and standardize the quality of vocational training across the mining sector. **Action Required** Enforcement of these standards through inspections and verification of VTC records to ensure compliance with the Occupational Safety, Health and Working Conditions (Central) Rules, 2026.
