िब खदान में हॉल रोड की कुल लंबाई 10 दकलोमीटर से अजधक हो, तो हॉल रोड के रख-रखाव के जलए एक सहायक प्रबंधक को स्ट् वतंत्र रूप से तैनात दकया िाएगा, भल ेही एएमएच 36Mm3 स ेअजधक न हो। ii. खदान म ें उपरोक्त जनधाडररत स्ट्क ेल के अनुसार सहायक प्रबधं कों की जनयुजि, खान के माजलक, अजभकताड और प्रबंधक द्वारा सुजनजित की िाएगी। ऊपर जनधाडररत जवजभन् न क्षेत्रों में तनै ाती केवल ददिा जनदेिात् मक उद्देश् य के जलए ह।ै खान प्रबंधक, स्ट् थल जवजिष्ट आवश् यकताओं को ध् यान म ें रखत े हुए, सहायक प्रबधं कों के अजधकार क्षेत्र/तैनाती क्षेत्र का जनधाडरण करेगा और तैनाती इस प्रकार की िाएगी दक खान का प्रत् येक भाग सजहत, अप्रयिु वर्किंग और महत्वपूण डसतह जविेर्ताओं और ठेकेदार/आउटसोसड एिेन् सी/खान संचालक द्वारा दकए िानेवाले खनन कायड सजहत समस्ट्त खनन कायड, सामान् य पाली और सभी पाजलयों म ें सहायक प्रबंधक के प्रभार म ें रह।े कोयला खान जवजनयम, 2017 के जवजनयम 7(3) के अतं गतड भेि े िान े वाले प्रत् येक सहायक प्रबंधक की जनयुजि/जनयुजि की समाजि के नोरटस में अजधकार क्षेत्र/तैनाती क्षेत्रों का स्ट् पष्ट रूप से उल्ल ेख दकया िाएगा। सहायक प्रबंधक की सहायता के जलए खदान म ें पयाडि संख्या म ें अन्य वैधाजनक/सक्षम व्यजियों और कमडचाररयों की जनयुजि की िाएगी। iii. ** केवल हॉल रोड एवं एलएमवी रोड के रख-रखाव, प्रकाि व्यवस्ट्था और मानक को बनाए रखने, रोिनी सवेक्षण और रोिनी प्लान को बनाए रखने, धूल, िोर, कंपन, गमी/ठंडा की लहर, एगोनोजमक मुद्द े आदद के जखलाफ सावधाजनयों की जनगरानी और कायड वातावरण जनगरानी के उद्देश्य से, खनन इंिीजनयररंग में जडग्री या केन् द्र सरकार द्वारा उस सम् बन् ध म ें अनुमोददत अन् य समकक्ष योग् यता रखन े वाल े व् यजियों की जनयुजि को उपरोक्त जनधाडररत स्ट् केल में सहायक प्रबधं कों की जनयुजि माना िाएगा। आईएमई/पीएमई, व्यवसाजयक प्रजिक्षण, मआु वि ेका भगु तान, स्ट् वास्ट् ् य, स्ट् वच्छ ता, खानों म ेंप्राथजमक जचदकत् सा आदद, और व्यवसाजयक स्ट् वास्ट् ् य जनगरानी से सम् बजन् धत प्रावधानों के अनुपालन को सुजनजित करने के उद्देश् य स े जनयुक्त सहायक प्रबंधकों में स े कम से कम एक प्रथम श्रणे ी प्रबधं क प्रमाणपत्र या प्रथम श्रणे ी प्रबंधक प्रमाणपत्र (केवल ओपनकास्ट् ट खनन स्ट्थ लों वाल े खान के जलए सीजमत) धारक होना चाजहए और उस े उसका सभी वैधाजनक दाजयत् वों को पूरा करने के जलए उजचत रसीद के साथ पयाडप् त संख् या में सहायकों और कमडचाररयों की सहायता प्राप् त होने चाजहये। नोट: i. दकसी खान का औसत सामग्री पररचालन (average material handled) का अथ डह ै“जपछल ेतीन जवत् तीय वर्ों में जनर्दडष् ट खान सीमा के अंदर के सभी उत् खनन से कोयला और ओवरबडनड जमलाकर कुल उत् खनन का वार्र्डक औसत”।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 ii. प्रयक्ु त सजं क्षप्त ाक्षर : एएमएच-औसत सामग्री पररचालन(average material handled), Mm3–जमजलयन क्य जु बक मीटर, एसएमपी- सरु क्षा प्रबंधन योिना(Safety Management Plan), एलएमवी-हल् का मोटर वाहन(light motor vehicle), सीएचपी- कोल हडैं नलगं प् लांट, आईएमई– इजनजसयल मेजडकल एग्ि ाजमनेिन एवं पीएमई– पीररयोजडकल मेजडकल एग्ि ाजमनेिन। 3.0 यदद अजधसूचना के अंग्रेिी और नहदं ी संस्ट् करण के बीच कोई जभन्न ता या संदेह होती ह ैतो अजधसचू ना का अंग्रेिी सस्ट्ं करण मान् य होगा। [फा.सं. डी.िी.एम.एस/परीक्षा/सी.एम.आर./उपजनयम/2025/2] उज्ि वल ता, मुख्य खान जनरीक्षक एवं अध् यक्ष MINISTRY OF LABOUR AND EMPLOYMENT (Directorate General of Mines Safety) NOTIFICATION Dhanbad, the 16th September, 2025 G.S.R. 640(E).—In exercise of the powers conferred on Board of Mining Examination under Regulation 30 of the Coal Mines Regulations, 2017, the Board in supersession of its earlier notification vide G.S.R. 427(E) dated, 13.6.2019 hereby specify the number of Assistant Managers to be appointed in a mine to assist the manager, as follows: 1.0 Underground mines: In every mine the average output of which exceeds 7,000 tonnes, the manager shall be assisted by assistant managers on the following scale: Average output per month Number of assistant managers Up to and including 10,000 tonnes One. Above 10,000 tonnes One additional assistant manager for every 5,000 tonnes output or part thereof in excess of 10,000 tonnes. Provided that in a mine where the average output exceeds 20,000 tonnes, at least one of the assistant managers as aforesaid shall hold a First Class Manager’s Certificate. Note: Average output of any mine, means the average output per month during the preceding financial year of the total output from all workings within the specified mine boundary as defined in Regulation 2 (1) (g) of the Coal Mines Regulations, 2017. 1.0 Opencast mines: In every mine, the manager shall be assisted by assistant managers based on the average material handled (hereinafter referred to as “AMH”) on the following scale. Deployment of additional Assistant Managers- When the AMH exceeds the lower limit of any particular range as defined above; additional assistant managers apart from that prescribed above for shifts and general shift shall be deployed in the areas as decided by the manager based on the site specific requirements including risk level on following scale. 1. Number of assistant managers to be deployed daily in the mine for a particular range of AMH, as mentioned above, shall be the addition of all deployment, as mentioned in the column of that range (i.e. A+B+C). ii. At least 30% of the above prescribed scale shall be holder of First Class Manager’s Certificate or First Class Manager’s Certificate (restricted to mines having opencast working only). iii. To cater for leave, sick, rest, holiday etc. additional assistant managers shall be appointed in the mine so that deployment as per above prescribed scale (i.e. A+B+C) on each working day/shift is ensured. While deployment of assistant managers as per above scale, following points shall be considered. i. # When the overall length of haul roads in the mine exceeds 10 Km, one assistant manager shall be deployed independently for maintenance of haul roads even if the AMH is not exceeding 36 Mm3. ii. Appointment of assistant managers as per the above prescribed scale in the mine shall be ensured by the owner, agent and manager of the mine. The deployment in different areas as prescribed above is for guideline purposes only. The manager of the mine shall define the areas of jurisdiction/deployment of the assistant managers, considering the site specific requirements and the deployment shall be such that every part of the mine including disused workings & important surface features and every mining operation including that carried by contractor/outsourced agency/mine operator are placed under the charge of an assistant manager in both general shift and all shifts. The areas of jurisdiction/deployment shall be clearly mentioned in the notice of appointment/termination of appointment of each assistant manager required to be sent under regulation 7(3) of the Coal Mines Regulations, 2017. Adequate other statutory/competent persons and staffs shall be appointed in the mine to assist the assistant manager.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] iii. ** Only for the purpose of maintaining haul road & LMV road, maintaining lighting arrangements & standard, illumination survey & maintaining Illumination plan, monitoring precautions against dust, noise, vibration, heat/cold wave, ergonomic issues etc & work environment surveillance, appointment of persons possessing Degree in Mining Engineering or other equivalent qualification approved in that behalf by the Central Government may be deemed to be as appointment of assistant managers in the above prescribed scale. iv. For the purpose of ensuring compliance of provisions regarding IME/PME, Vocational training, payment of compensation, health, sanitation, first-aid in mines etc & occupational health surveillance at least one of the assistant manager so appointed shall be holder of First Class Manager’s Certificate or First Class Manager’s Certificate (restricted to mines having opencast working only) and he shall be assisted by adequate number of assistants & staff with proper logistics to carry out all statutory obligations of the appointee. Note: i. The expression “average material handled” at any mine means ‘the average material (coal and overburden material) handled per year during three preceding financial years from all workings within the fixed mine boundaries. ii. Abbreviations used: AMH-average material handled Mm3-Million cubic meter, SMP-Safety Management Plan, LMV- Light Motor Vehicle, CHP-Coal Handling Plant, IME-Initial medical examination and PME- Periodical medical examination. 3.0 If there is any variation or doubt between English and Hindi versions of Notification, then English version of Notification will prevail over the Hindi version.
