Parliament Question: ABSS for Duvvada Railway Station, Vishakhapatnam

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 4339 TO BE ANSWERED ON 18.03.2026 ABSS FOR DUVVADA RAILWAY STATION, VISHAKHAPATNAM 4339. DR. C M RAMESH: Will the Minister of RAILWAYS be pleased to state: (a) whether development works at Duvvada Railway station in Vishakhapatnam taken up under Amrit Bharat Station Scheme (ABSS) have been completed, if so, the details thereof; (b) if not, the estimated time by when the above works are going to be completed; (c) whether it is true that there are demands for including Pendurthi station under the said Scheme; and (d) if so, the details thereof and the steps taken/being taken to include above station under ABSS? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d) Duvvada station, located in Andhra Pradesh has been identified for development under Amrit Bharat Station Scheme. At this station, facilities like high level platform, platform shelter, waiting hall, drinking water arrangement, urinal, lavatory, seating arrangement, Foot Over Bridge etc. are available. Development works at Duvvada station have been taken up at good pace. The works of new platform shelter and platform surfacing have been completed. The works of station building at second entry, circulating area, lift and 12 m Foot Over Bridge have been taken up. §At Pendurthi station, located in Andhra Pradesh, facilities like high level platform, platform shelter, waiting hall, drinking water arrangement, urinal, lavatory, seating arrangements, Foot Over Bridge etc. are available. The works of high level platform, platform shelter, improvement of booking office and tactile pathway for Divyangjan have been completed in recent years. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1338 stations have been identified for development under Amrit Bharat Station Scheme, out of which 35 stations including Duvvada station, are located in Andhra Pradesh. Completed Stations: Development works at railway stations under Amrit Bharat Station Scheme in Andhra Pradesh have been taken up at a good pace. The detail of stations completed in Andhra Pradesh is as given below: State No. of Names of Stations Stations Andhra 6 Kakinada Town Jn, Mangalagiri, Nidadavolu Pradesh Jn., Rayanapadu, Sullurpeta, Tuni The activities for development at other stations have also been taken up at good pace and progress of some of above stations is as given below:  Tirupati station: The structural framework of new second entry station building on South side, 2 nos. air concourses and sewagetreatment plant have been completed. The finishing works of new second entry station building on South side and air concourses, structural work of station building on North side, platform shelter, lift, escalator etc. have been taken up.  Nellore station: The structural framework, brickwork and plastering of station building on both East and West sides have been completed. The finishing works of station building on both East and West side and air concourse, extension work of subway, parking, water tanks and sewage treatment plant have been taken up.  Samalkot station: The works of improvement of platform surfacing at platform no. 1 and platform shelter at platform no. 2/3 have been completed. The works of improvement of existing station building elevation, entrance porch, AC waiting hall, new toilet block, circulating area, parking, lift and 12 m Foot Over Bridge have been taken up.  Singaraykonda station: The works of platform surfacing, platform shelter, waiting hall, modular toilet, improvement of existing booking office have been completed. The works of improvement of existing station building, circulating area, parking, lift and 12m Foot Over Bridge have been taken up.  Ongole station: The works of platform shelter and improvement of platform surfacing have been completed. The works of waiting hall, toilet, circulating area, parking and 12 m Foot Over Bridge have been taken up. Proposals / requests / suggestions / representations, both formal and informal for Railway projects / works across the country are received on the basis of demands raised by State Governments, Members ofParliament, Ministries of Central Government, elected representatives, Railways' own requirements, organizations / rail users etc., at various levels including Railway Board, Zonal Railways, Division Office etc. Receipt of such suggestions / representations is a continuous and dynamic process and these are examined and action as found feasible and justified is taken from time to time. Development / Upgradation / Modernization of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation of funds for development and maintenance of stations are maintained Zonal Railway-wise and not Work-wise or Station-wise. Passenger amenities are generally funded under Plan Head-53 ‘Customer Amenities’. Andhra Pradesh is covered under the jurisdiction of four railway zones, namely East Coast Railway, Southern Railway, South Central Railway and South Western Railway. For these zones, an allocation of ₹ 3,481 crore has been made for the financial year 2025–26, out of which an expenditure (up to February, 2026) of ₹ 3,393 crore has been incurred so far. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. *****
