SHRI VIJAY BAGHEL: Will the Minister of RAILWAYS be pleased to state: (a) the details of progress of construction works under the Amrit Bharat Station Scheme particularly the slow pace at Maroda Railway Station and the status of operationalisation of street lights from the station to the railway gate; (b) the status of approval for much-needed construction of an Road Over Bridge (ROB) near Risama Railway DD-19 in Durg, which connects the capital to other major cities; (c) the status of approval for the construction of a double railway line from Durg to Rowghat to reduce pressure on passenger and goods trains on this route; and (d) the status of approval for the daily operation of passenger train number 78826 (Dallirajhara–Durg) and 78827 (Durg–Dallirajhara) with 12 coaches, keeping in view the increasing daily rush of passengers? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d) At Marauda station, located in Chhattisgarh, facilities like high level platform, platform shelter, waiting hall, drinking water arrangement, urinal lavatory, seating arrangement etc. are available. Marauda station has been identified for development under Amrit Bharat Station Scheme. Development works at Marauda station have been taken up at good pace. The structural work of concourse and waiting hall, § Page 1 of 10platform shelter, platform surfacing, parking and approach road have been completed. The finishing works of concourse and waiting hall, toilet, circulating area, entry/exit gate, lighting, Public Address System and booking counter have been taken up. Further, the work of providing street lights from Marauda railway station to railway gate has been taken up. Development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp Page 2 of 10 Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1,338 stations have been identified for development under the Amrit Bharat Station Scheme. Out of these, 32 stations are located in Chhattisgarh. Till now, works of 05 stations have been completed. The name of stations completed in Chhattisgarh are as following: No. of State Name of stations stations Chhattisgarh 05 Ambikapur, Bhanupratappur, Bhilai, Dongargarh, Urkura The activities for development at other stations have also been taken up at good pace and progress of some of the stations is as given below:  Bhilai Power House station: The works of new second entry station building, improvement of main entry station building, platform upgradation, improvement of waiting areas, development of circulating area, parking, lifts, escalators and 12 m Foot Over Bridge have been completed. The finishing works of station building and improvement of illumination on platforms have been taken up. Page 4 of 10 Dallirajhara station: The works of improvement of station building, waiting areas, toilet, platform upgradation and Public Address System have been completed. The works of improvement of circulating area, landscaping, art & culture works, signage and improvement of illumination on platforms have been taken up.  Raipur Junction station: The works of utility shifting and relocation at second entry side have been completed. The structural works of second entry station building, multi level parking facility on both main and second entry side, service buildings and development of circulating area at second entry side have been taken up.  Sarona station: The works of new second entry station building, improvement of main entry station building, platform upgradation, improvement of waiting areas, development of circulating area, parking, Public Address System, lifts, escalators and 12 m Foot Over Bridge have been completed. The finishing works of station building, landscaping, art & culture and improvement of illumination on platforms have been taken up. Development / Upgradation of stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Page 5 of 10Development / Upgradation / Modernization of stations including Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station-wise or state-wise. Chhattisgarh is covered under the jurisdiction of two railway zones, namely, South East Central Railway and East Coast Railway. For these zones, an allocation (revised estimate) of ₹ 1,163 crore has been made for the financial year 2025-26, out of which an expenditure (up to February, 2026) of ₹ 974 crore has been incurred so far. ROB/RUB The work for construction of Road Under Bridge (RUB) in lieu of Level Crossing (LC) Nos. DD-19 (Risama Level Crossing) at Km 889/7-8 has been sanctioned. The work of launching of segment boxes has been taken up. Further, the work of preparation of Technical Feasibility Report / Detailed Project Report (TFR / DPR) for the construction of ROB at the demanded location has been taken up. Further, Railways have also taken several remedial measures to mitigate the problem of water logging, as under:  Adequate drainage arrangement has been made as integral part of planning of new RUB/underpasses.  In existing RUBs/underpasses remedial measures like water flow diversion to nearby bridge and nallahs/drains, provision of cover shed on approach roads, provision of hump at entry to RUB, provision of cross drains, sealing of joints etc. have been made as per feasibility, suitability and site requirements. Page 6 of 10 In addition, pumping arrangement has also been made for identified RUBs, to drain out water expeditiously in case of emergency and provision to stop road traffic in exceptional/unusual rainfall situation for safety of road users. Completion & commissioning of ROB/RUB works depends on various factors like cooperation of State Governments in giving consent for closure of LC, fixing of approach alignment, approval of General Arrangement Drawing (GAD), land acquisition, removal of encroachment, shifting of infringing utilities, statutory clearances from various authorities, law and order situation in the area of project / work sites, duration of working season in a year for the particular project / area due to climatic conditions etc. All these factors affect the completion time of the projects / works. Railways have taken following measures to expedite the progress of ROB/RUB works: (i) Joint survey with concerned State Govt./Road Owning Authority is done before finalizing the General Arrangement Drawing (GAD) to ensure smooth execution. (ii) Periodic meetings of Railway & State Government officials are done to resolve various issues related to ROB/RUB works. (iii) Standardization of superstructure drawings for various combinations of span, skewness and width of road on Railway portion has been done to avoid delays during the design approval. This has been issued in the form of compendium, which can be directly adopted for Road Over Bridge across Railway lines for expeditious planning. Railway Projects Durg is an existing railway station and already connected to Dallirajhara. Presently, Durg- Dallirajhara is being served by 05 pairs of trains. At present, the section has adequate line capacity to meet the current traffic. Page 8 of 10For further providing connectivity to Rowghat and improving the connectivity in the region, Railway has taken up the work of Dallirajhara- Rowghat-Jagdalpur new line project (235 Km). An expenditure of ₹ 1,028 Cr. has been incurred upto March 2025 and an outlay of ₹ 85 Cr. has been provided for this project for the financial year 2025-26. Status of the project is as under: Section Status Dallirajhara-Taroki (77 Km) Commissioned. Taroki-Rowghat (18 Km) Work has been completed. Rowghat-Jagdalpur (140 Km) Land acquisition has been taken up. Sanction of any railway project depends upon many parameters/factors which include the following:  Anticipated traffic projections and remunerativeness of the proposed route  First and last mile connectivity provided by the project  Connection of missing links and providing additional route  Augmentation of congested/saturated lines  Demands raised by State Governments/Central Ministries/Public representatives,  Railway’s operational requirements  Socio-economic considerations  Overall availability of funds Completion of Railway project/s depends on various factors which include the following:  Land acquisition by State Government  Forest clearance Page 9 of 10 Shifting of infringing utilities  Statutory clearances from various authorities  Geological and topographical conditions of area  Law and order situation in the area of project site  Number of working months in a year for particular project site etc. All these factors affect the completion time and cost of the project/s. ***** Page 10 of 10
