Parliament Question: Active beneficiaries under PM-KISAN

SHRI RANDEEP SINGH SURJEWALA Will the Minister of Agriculture and Farmers Welfare be pleased to state: (a) the number of active beneficiary under Pradhan Mantri Kisan Samman Nidhi Yojana between 2020-21 to 2025-26, year-wise and State-wise; (b) The number of beneficiaries rendered inactive or excluded during the same period due to e-KYC, Aadhaar Seeding or land record verification issues, year-wise, with reasons therefor; and (c) whether there is a proposal to increase the amount given to the beneficiaries, in view of the massive increase in input costs, particularly the prices of diesel, fertilizers and land rent, etc.? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE (SHRI BHAGIRATH CHOUDHARY) (a): The PM-KISAN scheme is a central sector scheme launched in February 2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable land- holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is transferred in three equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct Benefit Transfer (DBT) mode. Under the PM-KISAN Scheme, cultivable landholding is primary eligibility criteria to receive benefit of the Scheme subject to certain exclusions relating to higher economic status. The Government of India has disbursed over ₹ 4.09 lakh Cr. through 21 installments since inception of the Scheme. The financial year-wise and State/UT-wise number of beneficiaries under the PM-KISAN Scheme from 2020–21 to 2025–26 (till date) is given at Annexure–I. (b): To ensure that the benefits are provided only to the eligible beneficiaries, land seeding, Aadhaar-based payment and eKYC have been made mandatory under the PM-KISAN scheme. Land seeding was made mandatory from the 12th instalment period (August–November 2022) to verify and authenticate whether the beneficiary is the actual cultivable landholder as per the State land records. Aadhaar‑based payment became mandatory from the 13th instalment period (December 2022–March 2023) to ensure that benefits are transferred directly to the intended beneficiary’s Aadhaar‑linked bank account, eliminating errors and mis‑directed payments. Subsequently, e‑KYC was made compulsory from the 15th instalment period (August– November 2023) to confirm the identification and alive status of the beneficiary. Benefits under the Scheme are released only to those beneficiaries who have completed all mandatory requirements. Payments of beneficiaries with pending land seeding, Aadhaar seeding with bank accounts, or e-KYC are withheld until compliance.The number of beneficiaries varies across the instalments as the release of benefits is based on the list of eligible beneficiaries uploaded by the respective State/UT Governments on PM-Kisan portal, at the time of each instalment. During the verification process by State/UT, the field level officials verify the current status of beneficiary as per guidelines of the scheme and mark them eligible accordingly. The beneficiaries who are not found eligible, their names are removed from the list due to various reasons such as non fulfilment of mandatory requirements (land seeding, eKYC, Aadhaar seeded bank account), deceased beneficiary, change in status of cultivable landownership, belongs to exclusion criteria as mentioned in scheme guidelines, members of same family receiving benefits, NRIs etc. Since, the fulfilment of mandatory requirements is a continuous and dynamic process, the number of beneficiary with pending land seeding, eKYC and Aadhaar seeding with bank account keeps on changing from time to time.
