ADAPTIVE SPORTS INFRASTRUCTURE

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state :-
(a) whether the Ministry has undertaken any nationwide assessment or mapping of accessibility of
public sports infrastructure for Persons with Disabilities and socio-economically marginalized
youth;
(b) if so, the coverage, key findings and gaps identified and if not, the reasons therefor;
(c) whether there are plans to upgrade playgrounds, stadiums and training centres with universal
design standards and adaptive equipments to enable inclusive participation; and
(d) the status of recruitment, training and deployment of specialized coaches for para-sports and
adaptive physical activities at the district and block levels?

(a) to (d) ‘Sports’ being a State subject, the responsibility of development of sports, including
conduct of nationwide assessment or mapping of accessibility of public sports infrastructure for
Persons with Disabilities and socio-economically marginalized youth, upgrading playgrounds,
stadiums and training centres with universal design standards and adaptive equipment to enable
inclusive participation and recruitment, training and deployment of specialized coaches for para-
sports and adaptive physical activities at the district and block levels, rests primarily with the
respective State/Union Territory Governments. The Union Government only supplement their
efforts by bridging critical gaps. The Ministry of Youth Affairs and Sports implements the
following schemes for development of sports in the country, including for Persons with Disabilities
and socio-economically marginalized youth to enable inclusive participation and deployment of
specialized coaches for para-sports and adaptive physical activities:
i. Khelo India – National Programme for Development of Sports;
ii. Assistance to National Sports Federations (NSFs);
iii. Cash Incentives to Medal Winners in International Sports Events and their coaches;
iv. National Sports Awards;
v. Pension to Meritorious Sportspersons;
vi. Pandit Deendayal Upadhyay National Welfare Program for Sportspersons;
vii. National Sports Development Fund;
viii. Running Sports Training centres through Sports Authority of India (SAI); and
ix. National Centre for Sports Science and Research (NCSSR).

In addition to above, the Ministry of Youth Affairs and Sports has notified the ‘Guidelines for
Accessible Sports Complex and Residential Facilities for Sports Persons with Disabilities’. The
sports infrastructure projects sanctioned under the Khelo India Scheme comply with these
guidelines.
