‘AGRICULTURAL SCHEMES’.
(a): Every year, Government fixes Minimum Support Price (MSP) for 22 mandated
agricultural crops for the country as a whole based on the recommendations of Commission for
Agricultural Costs & Prices (CACP), after considering the views of State Governments and
Central Ministries/Departments concerned. The details of MSP of mandated cropsare given at
Annexure I. During 2024-25 (Crop year), 2.95 Lakh bales of Cotton and 15.56 Lakh metric
tonnes of paddy have been procured in Warangal.
(b): The Government is implementing Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)
from the year 2015-16 with an aim to enhance physical access of water on farm and expand
cultivable area under assured irrigation, improve on-farm water use efficiency, introduce
sustainable water conservation practices etc. The components of PMKSY include Accelerated
Irrigation Benefit Programme (AIBP), Har Khet Ko Pani (HKKP), Watershed Development
Component (WDC) and Per Drop More Crop (PDMC) scheme.
Department of Agriculture & Farmers Welfare (DA&FW) is implementing Centrally
Sponsored Scheme of Per Drop More Crop (PDMC) in the Country from 2015-16. PDMC
focuses on enhancing water use efficiency at farm level through Micro Irrigation namely Drip
and Sprinkler Irrigation Systems.
From the year 2015-16 to 2021-22, the PDMC was implemented as a component of
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). From the year 2022-23, the PDMC is being
implemented under the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY).
The Government provides financial assistance @ 55% for small and marginal farmers
and @ 45% for other farmers for installation of Drip and Sprinkler systems under the
PDMC. Besides some State Government also provide Top-up subsidy to farmers
from their State Budget.
The Assistance for installation of Micro Irrigation systems is limited to 5 hectares per
beneficiary.
Total area of 106.75 lakh ha. has been covered under PDMC scheme as on
31.10.2025.
Detailed status of Accelerated Irrigation Benefit Programme (AIBP) and Har Khet Ko
Pani (HKKP) are given at Annexure-II.(c): Government has introduced Pradhan Mantri Fasal Bima Yojana (PMFBY) and
Weather Index based Restructured Weather Based Crop Insurance Scheme (WBCIS) from
Kharif 2016 to provide financial support to farmers suffering crop loss/damage arising out of
natural calamities, adverse weather incidence and to stabilize the income of farmers etc.
Comprehensive risk insurance is provided under the scheme from pre-sowing to post-harvest
losses. This scheme is voluntary for States and farmers as well. Achievements of the scheme
during 2024-25 are given below:

(d): Organic farming is being promoted through Paramparagat Krishi Vikas Yojana (PKVY)
in all the States/UTs except North Eastern States and Mission Organic Value Chain
Development for North Eastern Region (MOVCDNER) for the North Eastern States since
2015-16. Both schemes stress on end-to-end support to farmers engaged in organic farming
i.e. from production to processing, certification and marketing. Primary focus of the schemes
is to form organic clusters, with preference to small and marginal farmers, to create a supply
chain. Both the schemes are implemented through States /UT Governments. Under PKVY,
assistance of Rs. 31,500 per ha in 3 years is provided for promotion of organic farming. Out of
this, assistance of Rs. 15,000 per ha is provided to farmers through Direct Benefit Transfer for
on- farm /off –farm organic inputs. Under MOVCDNER, assistance of Rs. 46,500/ha in 3 years
is provided for creation of Farmers Producer Organization, support to farmers for organic
inputs etc. Out of this, assistance @ Rs. 32500/ ha is provided to farmers for off -farm /on –
farm organic inputs under the scheme including Rs. 15,000 as Direct Benefit Transfer to the
farmers.
As on 31.10.2025, total area of 16.90 lakh hectares has been covered under PKVY
Scheme benefitting 28.24 lakh farmers. Under MOVCDNER total area 2.36 lakh hectares has
been covered benefitting 2.70 lakh farmers.Annexure I

PMKSY- Accelerated Irrigation Benefit Programme (PMKSY-AIBP)
This component is being implemented by Department of Water Resources, River
Development & Ganga Rejuvenation (DoWR,RD&GR). Ninety-Nine (99) ongoing
Major/Medium Irrigation Projects (MMI) (and 7 phases) with balance irrigation potential of
34.64 lakh hectare have been included under Pradhan Mantri Krishi Sinchai Yojna-
Accelerated Irrigation Benefits Programme (PMKSY-AIBP) during 2016-17 along with par-
passu command area development in these projects.
13 nos. new irrigation projects with ultimate irrigation potential of 5.94 lakh hectare have
been included under PMKSY 2.0 i.e. after March, 2021. In addition, Renuka ji, Lakhwar,
Shahpur Kandi National Projects and relining of Rajasthan and Sirhind feeders are also being
funded under PMKSY-AIBP.
Presently, 70 nos. Major and Medium irrigation projects have been completed under
PMKSY-AIBP. Irrigation potential creation/restoration under this component since April, 2016
is 29.22 lakh hectare.
PMKSY- Har Khet Ko Pani (PMKSY-HKKP)
This component is being implemented by Department of Water Resources, River
Development & Ganga Rejuvenation (DoWR,RD&GR). 22.21 lakh hectare command has
been developed under Command Area Development and Water Management sub-component
of HKKP for ongoing PMKSY-AIBP project. Further, under Surface Minor Irrigation (SMI) and
Repair, Renovation & Restoration (RRR) sub-components of HKKP, irrigation potential of 5.95
lakh hectare has been created/restored since 2016-17.
