AGRICULTURAL SCHEMES IMPLEMENTED IN ODISHA
2434. SHRI DEBASHISH SAMANTARAY:
Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) the major central schemes currently implemented for farmers in Odisha;
(b) the total number of farmers in Odisha covered under schemes such as Pradhan Mantri Kisan
Samman Nidhi (PM-KISAN), Pradhan Mantri Fasal Bima Yojana (PMFBY) and Pradhan
Mantri Krishi Sichayee Yojana (PMKSY) during the last three years;
(c) the details of funds released and utilised under these schemes in the State;
(d) the steps taken by Government to address issues of crop loss, irrigation gaps and income
insecurity faced by farmers in Odisha; and
(e) the impact of these initiatives on enhancing agricultural productivity and farmers' income
in the State?

Farmers’ Welfare (DA&FW) across all States, including Odisha, is placed at Annexure-I.(b) & (c): Number of beneficiaries and amount transferred in State of Odisha in financial year

Under Pradhan Mantri Fasal Bima Yojana (PMFBY), the details of farmer applications
enrolled and premium subsidy for the State of Odisha is as under:

From 2022-23, Per Drop More Crop (PDMC) scheme is being implemented under the
Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY). Central assistance of ₹ 16.25
Crore, ₹ 118.51 Crore and ₹ 24.80 Crore has been released in FY 2022-23, 2023-24 & 2024-
25 respectively. 61,312 farmers have benefitted for Micro Irrigation under Per Drop More Crop
Scheme from 2022-23 to 2025-26 (as on 08.03.2026) in Odisha.(d) & (e): The Government addresses issues relating to crop loss, irrigation gaps and income
insecurity faced by farmers through the implementation of various schemes such as PMFBY
that provides a simple and affordable crop insurance to ensure comprehensive risk cover for
farmers, PDMC scheme increases water use efficiency at the farm level through Micro
Irrigation i.e. drip and sprinkler irrigation systems and PM-KISAN provides annual financial
assistance of Rs. 6,000 to eligible farmer families. The details of the beneficiaries of these
schemes since inception are placed at Annexure II.
Indian Council on Agricultural Research (ICAR) has released a compilation of success
stories of 75,000 farmers who have increased their income more than two times through
convergence of schemes of DA&FW and the allied Ministries/Departments
The National Sample Survey Office (NSSO), Ministry of Statistics and Programme
implementation (MoSPI) conducted a Situation Assessment Survey (SAS) of Agricultural
Households during NSS 77th round (January 2019-December 2019) with reference to the
agricultural year July 2018- June 2019 in the rural areas of the country. According to this
survey, the estimated average monthly income per agricultural household increased from
₹6,426 in 2012-13 (NSS 70th round) to ₹10,218 in 2018-19 (NSS 77th round).
As per NSSO Survey on House hold Consumption Expenditure (2023-24), a comparison
of the estimates of all-India average Monthly Per Capita Consumption Expenditure
(MPCE) is as under:

Details of the beneficiaries under PM-KISAN, PMFBY and PDMC since inception in Odisha
Pradhan Mantri kisan Samman Nidhi Since inception of the scheme, Rs. 13,801.99
(PM-KISAN) Cr. has been disbursed through 21 instalments.
Of this, Rs. 682.39 Cr was disbursed to 34,
11,986 beneficiaries during the 21th instalment.
Pradhan Mantri Fasal Bima Yojana Since inception of the scheme, 780.5 lakh
(PMFBY)/ farmers application have been enrolled. ₹
7183.9 Crore claims have been paid to 113.3
lakh farmers (as on 31.12.2025).
Per Drop More Crop (PDMC) Since inception of the scheme,1,37,076 farmers
have benefitted for Micro Irrigation under Per
Drop More Crop Scheme and an amount of
439.74 Crore of Central Assistance has been
released.
