Parliament Question: Allocation for Samagra Shiksha Scheme in Union Budget 2026–27

Dr. Kalanidhi Veeraswamy: Will the Minister of EDUCATION be pleased to state: (a) the total allocation of funds made under the Samagra Shiksha scheme in the Union Budget 2026–27 and the corresponding allocations made in 2025–26 (Budget Estimates and Revised Estimates); (b) whether the allocation for 2026–27 represents a reduction in real terms when adjusted for inflation and increased enrolment and if so, the details thereof; (c) whether funds under Samagra Shiksha for teacher recruitment, teacher training, school infrastructure, digital learning and inclusive education have been curtailed or restructured in Budget 2026–27; (d) if so, the details of funds released, utilised and pending under the scheme during 2025–26, State/UT-wise including Tamil Nadu; (e) the steps taken by the Government to ensure timely release of Central share for effective implementation of the scheme, particularly in Government schools located in rural, aspirational and socio-economically disadvantaged areas; and (f) whether the Government proposes to enhance per-child allocation under the said scheme to meet rising costs of infrastructure, digital access and teacher support and if so, the details thereof? KALANIDHI VEERASWAMY REGARDING ALLOCATION FOR SAMAGRA SHIKSHA SCHEME IN UNION BUDGET 2026–27 (a) & (b): The detail of Budget Estimate and Revised Estimate under Samagra Shiksha is as under: FY Budget Estimate (BE) Revised Estimate (RE) 2025-26 41250.00 38000.00 2026-27 42100.00 - The BE of FY 2026-27 is 2.06% more than the BE of FY 2025-26 and 10.78% more than the RE of FY 2025-26. (c): The annual plan under Samagra Shiksha are prepared by the States and UTs based on their requirements and priority and this is reflected in their respective Annual Work Plan and Budget (AWP&B). Details of component-wise allocation such as teacher recruitment, teacher training, school infrastructure, digital learning and inclusive education and other component is provided by States/UTs in their AWP&B. Once the Project Approval Board (PAB) meetings for the scheme are completed for FY 2026-27, the State-wise and component wise allocation get finalized. The operation period of the current Samagra Shiksha Scheme is ending on 31.03.2026. The restructured formulation of Samagra Shiksha for the FY 2026-27 to FY 2030-31 period is under consideration. (d): The details of central allocation, funds released and funds utilised under Samagra Shiksha scheme during 2025–26 is at Annexure. (e): Under Samagra Shiksha, funds are released to the States/UTs based on the pace of expenditure, receipt of commensurate state share, audited accounts, statement on outstanding advances, up-to date expenditure statement, audited utilization certificate of previous year and furnishing of other requisite information as prescribed by Ministry of Finance and the Manual on Financial Management & Procurement of the Scheme. Department of School Education and Literacy uses a comprehensive online monitoring system called PRABANDH (Project Appraisal, Budgeting Achievements and Data Handling). The system enables Ministry of Education and States & UTs to monitor the releases and expenditure besides viewing approved outlays and other scheme related information. Regular follow ups and review meetings are held with the States/UTs ensuring an integrated approach for monitoring and smooth implementation of the scheme. (f): States/UTs assess their gap and submit their plan in AWP&B following programmatic and financial norms for further appraisal and approval. Samagra Shiksha targets component-specific per-child funding model, rather than a uniform allocation, to address diverse educational needs ranging from foundational learning to inclusive education. Norms for the intervention under Restructured Samagra Shiksha 2026-27 are under consideration. Education is a subject in the concurrent list of the Constitution and majority of the schools and teachers in the country are under the administrative control of the State Governments and UT Administrations.
