ALLOCATION OF BUDGET UNDER PMGSY
4079. Dr. Kalanidhi Veeraswamy:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government has reduced the budgetary allocation
for the Pradhan Mantri Gram Sadak Yojana (PMGSY) in the Union
Budget 2026–27 as compared to the allocations made in 2024–
25 and 2025–26;
(b) if so, the details of Budget Estimates, Revised Estimates and
actual expenditure under the Scheme during the last three
financial years, year-wise;
(c) the reasons for such reduction, particularly when rural
connectivity remains critical for economic development, access
to markets, healthcare and education;
(d) the details of pending road projects, including those sanctioned
but not yet completed, as on date, State-wise;
(e) whether the Government has assessed the likely impact of
reduced allocation on ongoing and proposed rural road
connectivity projects, especially in States like Tamil Nadu, if so,
the details thereof; and
(f) the steps being taken by the Government to ensure timely
completion of rural road works and adequate funding to prevent
delays and cost escalations?

(a) to (c): The Budget Estimates (BE) for the Pradhan Mantri Gram
Sadak Yojana (PMGSY) have been maintained consistently at Rs.
19,000 Crore since the Financial Year 2022-23.The year-wise details
of Budget Estimates (BE), Revised Estimates (RE), and the actual
Central Share released under PMGSY over the last three financial
years and the current year (as of 10.03.2026) are as follows:

There is unbroken chain of fund release under PMGSY. However,
the allocation of funds to the States/ UTs for implementation of
PMGSY is made on the basis of works in hand, execution capacity of
the States/UTs and unspent balances available with the States/UTs
from the previous years. No work has ever been impacted due to
unavailability of funds under the scheme.
(d): The State/UT wise details of road projects sanctioned,
completed and pending under various verticals of PMGSY as on
10.03.2026 is given at Annexure-I.
(e): Funds under PMGSY are allocated to States (including Tamil
Nadu) via Mother Sanctions issued against the sanctioned Value of
Projects (VoP). Disbursement occurs upon receipt of fund proposals,
subject to their compliance with the scheme's operational and
financial guidelines.
(f): The programme is monitored at regular intervals by way of
Regional Review Meetings (RRMs), Performance Review Committee
(PRC) Meetings and Pre-Empowered/Empowered Committee
Meetings with the States. In addition to this, special review
meetings/monthly review meetings were also held at the level of
Secretary/ Additional Secretary/Joint Secretary, Ministry of Rural
Development with Chief Secretaries/ Secretaries of the States.
Further, Physical and Financial progress are also tracked through the
Programme MIS - the Online Management, Monitoring and Accounting
System (OMMAS). Furthermore, the District Development
Coordination and Monitoring Committee (DISHA), headed by the
Hon’ble Member of Parliament, provides local oversight to ensure
projects are completed on schedule.
