Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:
(a) the details of funds allocated to various States over the last five years to improve health facilities
inthecountry,includingPunjab;
(b) thespecificschemesorprogramsunderwhichthesefundswereprovided;and
(c) the criteria used to determine fund allocation and whether any monitoring or audit
mechanisms were inplace toensure proper utilization?

(a) to(c): With the objective of attainment of universal access toequitable, affordable andquality health
care services, the Ministry of Health & Family Welfare (MoHFW) is implementing National Health
Mission (NHM). Government provides technical and financial support to the States/UTs for
improvement in health infrastructure, availability of adequate human resources to health facilities, to
improve availability and accessibility to quality health care especially for the underserved and
marginalized groups. The details of State/UT-wise Central Release under NHM from F.Y. 2020-21 to
F.Y.2024-25 isat Annexure-I.
Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) isa Centrally Sponsored
Scheme with some Central Sector Components which has an outlay of Rs.64,180 Crores for the scheme
period (2021-22 to 2025-26). The measures under the PM-ABHIM focus on developing capacities of
healthsystems andinstitutions across the continuumof care at alllevels, primary,secondary andtertiary,
to prepare health systems in responding effectively to the current and future pandemics /disasters. The
details of State/UT-wise Central Release under PM-ABHIM since inception to F.Y. 2024-25 is at
Annexure-II.Further, Public Health, is a State subject hence the primary responsibility of providing basic health
services to all citizens of the country lies with the respective State/UT Government. Based on the
proposals received from the States in their Programme Implementation Plan (PIP), approvals are
provided keeping in view the resource envelope of the States/UTs as well as existing norms. Under
NHM, annual resource envelope of a State is decided based on its population and a weightage factor
which dependsonarea of the state, healthlag andsocio economic factorof the State.Approvals granted

Under NHM, regular interactions are held with States/UTs. Various mechanisms exist to assess the
implementation andprogress of NHMlike:
Review of key deliverables of Record of Proceedings of previous financial year during the
National Programme CoordinationCommittee (NPCC) meetings,
Common Review Missions (CRM) are conducted regularly in the States/UTs which looks at
financialsystems andphysical implementationof the program.
Implementation of Public Financial Management System for monitoring and management of
funds.
Release of subsequent instalments is done on the basis of compliance of guidelines of
Department of Expenditure, Ministry of Finance.
FinancialMonitoring Reports (FMRs) are submitted bythe States/UTs onmonthlybasis.
Further, monitoring and evaluation of the progress of all States/ UTs including State of Punjab is
assessed, through reviewmeetings, videoconferences & fieldvisits of senior officials.Annexure-I
