Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:
(a) the actual percentage of the total health infrastructure funds allocated in the country
and Uttar Pradesh during the year 2025-26 that was actually spent on the construction of
district hospitals andcritical care blocks;
(b) the percentage and number of the newly constructed trauma centres and critical care
blocks in Uttar Pradesh including Mahoba, Banda and Hamirpur districts which are currently
lyingidle or not fullyoperational due tothe lackof specialist doctorsandmodernequipment;
(c) whether poor patients still have to be referred to large cities for treatment due to the
lack of adequate healthcare infrastructure in rural areas, including Mahoba, Banda and
Hamirpur districts, if so, the detailsthereof;
(d) the concrete plan of the Government tocreate new technical employment opportunities
for localparamedicsandeducated youththrough the said medicalprojects;
(e) the measures being taken by the Union Government to set up trauma centres and
critical care blocks in the Kairana Parliamentary Constituency, Uttar Pradesh and if not, the
reasons therefor; and
(f) the current status of the construction of trauma centres and critical care blocks in
Ambedkar Nagar, Moradabad, Aonla and Muzaffarnagar Parliamentary Constituencies of the
said State?

(SHRIPRATAPRAOJADHAV)
(a) to (f): With the objective of attainment of universal access to equitable, affordable and
quality health care services, the Ministry of Health & Family Welfare is implementing
National HealthMission (NHM). Government providestechnical andfinancialsupport tothe
States/UTs for improvement in health infrastructure, availability of adequate humanresources to health facilities, to improve availability and accessibility to quality health care
especially for the underserved and marginalized groups. The details of State/UT-wise SPIP
Approval and Expenditure for the development of healthcare infrastructure in rural and
urbanareasof the countryunderthe NHMfor the F.Y. 2025-26 isat Annexure-I.
Public Health is a State subject, hence, the primary responsibility of providing basic health
services toall the citizens lieswith respective State/UTGovernment. Based onthe proposals
received from the States in their Programme Implementation Plan (PIP), approvals are
provided keeping in view the resource envelope of the States/UTs as well as existing norms.

PradhanMantri Ayushman Bharat HealthInfrastructure Mission(PM-ABHIM) isa Centrally
Sponsored Scheme with some Central Sector Components which has an outlay of Rs.64,180
Crores for the scheme period (2021-22 to 2025-26). The measures under the PM-ABHIM
focus on developing capacities of health systems and institutions across the continuum of
care at all levels, primary, secondary and tertiary, to prepare health systems in responding
effectively to the current and future pandemics /disasters. The details of State/UT-wise
Central Release and Expenditure including Uttar Pradesh underthe PM-ABHIM for the F.Y.

The Fifteenth Finance Commision (FC-XV) has recommended grants through local
governments for specific components of the health sector and spread over the five-year
period from FY 2021-22 to FY 2025-26 to facilitate strengthening of health system at the
grass-root level for an amount of Rs.70,051 crores. These grants are for strengthening
primary care through specified components such as Building-less Sub-Health Centres
(SHCs), Primary HealthCentres(PHCs), Community HealthCentres(CHCs), Conversion of
rural PHCs and Sub-Centres to Ayushman Arogya Mandir (AAM), Support for diagnostic
infrastructure to the primary healthcare facilities, Block Level Public Health Units and
Urban-AAMs. The details of State-wise Fund Released and Expenditure under the FC-XV
