ALLOCATION ON HEALTH RESEARCH
#452. SHRI MUKUL BALKRISHAN WASNIK:
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the annual allocation for health research as a proportion to India’s GDP since 2021,
year-wise;
(b) whether it is a fact that public funding still continues to be the primary source of fund
for meeting the expenditure on health research in the country;
(c) if so, considering the global standards with respect to investment in health research and
in view of the needs of research and innovation in the health sector in the country, whether
Government will substantially increase the allocation on health research; and
(d) if so, the details thereof and if not, the reasons therefor?

(a) to (d): Health Research in India is carried out by Department of Health Research (DHR) as
well as other Departments of Central Government like Department of Biotechnology,
Department of Science and Technology including Anusandhan National Research Foundation,
Department of Scientific and Industrial Research, Department of Pharmaceuticals, and
Department of Atomic Energy apart from the institutions like All India Institutes for Medical
Sciences (AIIMS). Public funding continues to be the primary source of fund for meeting the
expenditure on health research in the country. In the financial year 2021-22, the BE allocation
of the Department of Health Research was ₹ 2663.00 crore which has been increased to ₹
4821.21 crore for the financial year 2026-27. There has, therefore, been a substantial growth
of 81% in the budgetary allocation of the Department of Health Research. The year wise
budgetary allocation of Department of Health Research since 2021 is as follows:Sl No. Year Allocation at BE stage (in Rs. crores)

The annual allocation of Department of Health Research has ranged from 0.017% to 0.020%
of GDP from 2021-22 to 2025-26.
