ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAOJADHAV) (a) to (c): As per section 29 of the All India Institute of Medical Sciences (AIIMS) Act, 1956 as amended in 2012, every Institute with the previous approval of the Central Government may by Notification in the Official Gazette make Regulations consistent with thisAct and the Rulesmade thereunder. The 4thmeetingof the Central Institute Body (CIB) of AIIMS, held on 27thJuly 2019, decidedthe Director of the Institute tobe the Appointing and Disciplinary Authority for all penalties in respect of Group B employees with President of the Institute as the Appellate Authority. The AIIMS Jodhpur ratified the above decision of CIB inthe Meeting of the Institute Body heldon21stJan 2020. (d) & (e): Two representations, one each from a former employee of AIIMS Jodhpur and from All India AIIMS Employees Union, alleging removal from service of a Group B employee by non-competent authority were received in the Ministry which have been disposed byissuance of a SpeakingOrder. ******
