APPOINTMENT OF TEACHERS IN TONK-SAWAI MADHOPUR

Will the Minister of EDUCATION be pleased to state:
(a) whether the actual number of teachers appointed in many schools in the Tonk-Sawai
Madhopur Lok Sabha Parliamentary Constituency in Rajasthan are less than the sanctioned
posts and if so, the details thereof;
(b) the details of the number of vacant posts along with the timeline fixed for filling them
district-wise;
(c) the details of the availability of digital/smart classes, computer/ICT laboratories and
internet connectivity in the said Lok Sabha Parliamentary Constituency along with the roadmap
prepared to equip the remaining schools with these facilities, school-wise; and
(d) whether the Government is considering any special package or targeted intervention for
schools in the underdeveloped/tribal/remote areas of the said Parliamentary Constituency and
if so, the details thereof?

(a) & (b): Education being a subject in the Concurrent List of the Constitution, majority of
the schools in the country come under the administrative control of States/UTs. The
recruitment, service conditions and rational deployment of teachers come under the purview of
the respective State Governments/UT Administrations. The details of the vacancies of the
teachers in schools are maintained by respective States/Union Territory Administrations.
Recruitment of teachers in schools is a continuous process and the vacancies keep arising due
to retirement, resignation and additional requirements on account of enhanced students’
strength/new schools.
(c): As per UDISE 2024-25, the details of the availability of digital/smart classes,
computer/ICT laboratories and internet connectivity for the FY 2024-25 in the Lok Sabha
Parliamentary Constituency of Tonk and Sawai Madhopur is as under:

Samagra Shiksha to enhance digital learning in Government schools across the country,
including rural areas. The initiatives aim to enhance the quality of education by integrating
technology into teaching and learning processes.
A comprehensive initiative called PM eVidya was initiated as part of Atma Nirbhar
Bharat Abhiyaan on 17th May, 2020, which unifies all efforts related to digital/online/on-air
education to enable multi-mode access to education across the country. It is aligned towards
enhancing digital literacy and include 200 DTH TV channels. Digital content has been made
available to teachers and students through a platform called Digital Infrastructure for
Knowledge Sharing (DIKSHA).
(d) Samagra Shiksha scheme has been envisaged as an additional support to the State and
UTs to improve quality of education. However, education being in the concurrent list with
majority of the schools under the domain of the State and UTs, the primary responsibility of
providing accessible, affordable, equitable, inclusive and quality education lies with the
State/UT Governments. Preference in the interventions is given to Educationally Backward
Blocks (EBBs), LWE affected districts, Special Focus Districts (SFDs), Border areas and the
Aspirational districts.
The Centrally Sponsored Scheme of Samagra Shiksha is implemented in partnership
with all the States and UTs. Accordingly, the annual plans under Samagra Shiksha are prepared
by the States and UTs based on their requirements and priority and this is reflected in their
respective Annual Work Plan and Budget (AWP&B). These plans are then appraised and
approved by Project Approval Board (PAB) in consultation with the States and UTs as per the
programmatic and financial norms of the scheme and the guidelines issued by the Ministry of
Finance from time to time.
Under Samagra Shiksha, financial assistance is provided to States and UTs for providing
various facilities to the children which include free uniform to eligible children at elementary
level, teaching learning materials, transport/escort facility up to secondary level, special training
for age appropriate admission of out of school children and residential as well as non-residential
training for older children, seasonal hostels/residential camps, special training centres, age-
appropriate residential and non-residential training, support to Out of School Children (16 to
19 years) for completion of education through NIOS/SIOS, Holistic Progress Card, bilingual
teaching material and books, support to Children with Special Needs (CWSN).
Also, under the Scheme financial assistance is provided to the States and UTs for
Universalization of School Education including opening/strengthening of new schools up to
senior secondary level, construction of school buildings & additional classrooms,
development/strengthening of school infrastructure in northern border areas under Vibrant
Village Programme, setting up, up-gradation and running of Kasturba Gandhi Balika
Vidyalayas, construction of hostels for PVTGs under PM-JANMAN, setting up of Netaji
Subhash Chandra Bose Avasiya Vidyalayas, construction of hostels under Dharti Aaba
Janjatiya Gram Utkarsh Abhiyan for unsaturated ST population, reimbursement under RTE
Act, various qualitative components, strengthening of teacher education and strengthening of
DIETs/BRCs/CRCs, provision of ICT and digital interventions. . Under DA-JGUA ,3 hostels
each of 50 capacities has been sanctioned for Tonk-Sawai Madhopur Constituency in 2024-25.
