Will the Minister of HEALTH andFAMILYWELFAREbe pleasedtostate:
(a) whether the Government has initiated programmes or initiatives to integrate Artificial
Intelligence (AI) into the healthcare system for diagnostics, treatment planning and patient
care across the countryandif so, the detailsthereof;
(b) whether the Government has formulated any regulatory framework, guidelines or national
policy for the ethical, safe and regulated use of AI in the healthcare system including
diagnostics, treatment planningandpatientdata managementand if so, the detailsthereof;
(c) whether the Government has launched any pilot projects or collaborations with the private
sector/AI companies in Government hospitals for applications such as predictive analytics
andtelemedicine andif so, the detailsthereof;
(d) whether there are any safeguards in place to ensure patient safety, data privacy, algorithmic
transparency, accountability and to address issues of bias, skill development and
infrastructure requirements for AIadoption andif so, the detailsthereof; and
(e) the details of funds allocated, timeline for scaling up AI integration in public healthcare and
the monitoringmechanism toevaluateitsimpactonservice delivery?
ANSWER
THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE
(SHRIPRATAPRAO JADHAV)
(a) to (e): The Ministry of Health and Family Welfare is leveraging artificial intelligence (AI)
to drive transformative change in public health services across India. The Ministry of Health
has designated AIIMS Delhi, PGIMER Chandigarh and AIIMS Rishikesh as ‘Centre of
Excellence (CoE) for Artificial Intelligence’. The key objective of AI initiative of ‘Center of
Excellence’ istopromote developmentanduse of AI-based solutions inHealth.TheMinistry hascollaboratedwith keyorganizationssuchasthe CentralTuberculosisDivision,
National Centre for Disease Control, CDAC-Mohali, ICMR, MeitY, and others for a variety of
AI projects. Further, the Ministry has collaborated with Wadhwani AI, to provide technical
support tothe three CoEsandothergovernmental institutions.
Several AI solutions have been developed, including the Clinical Decision Support System
(CDSS) in e-Sanjeevani, Media Disease Surveillance under Integrated Disease Surveillance
Program(IDSP)) a Diabetic Retinopathy (DR identificationsolution) and AI solutions, ‘Cough
Against Tuberculosis’ (CATB) for TB Screening among others. Some of these AI applications
are operationalincollaboration with centralandstate healthinstitutions.
The Ministry has launched the ‘Strategy for AI in Healthcare in India’ (SAHI) and the
‘Benchmarking Open Data Platform for Health AI’ (BODH). SAHI is a national guidance
framework to enable the safe, ethical, evidence-based, responsible and inclusive adoption of
artificial intelligence across India’s healthcare system. ‘Benchmarking Open Data Platform for
Health AI’ (BODH) provides a structured mechanism for testing and benchmarking AI
solutions before deploymentat scale.
Further, safeguards for data privacy, consent and AI accountability are ensured through data
anonymization, user consents and human in the loop approach with adherence to applicable
standards and government policies, including AI Governance guidelines by MeitY, ethical
guidelines for application of AI in biomedical research and healthcare by ICMR, Information
Technology Act 2000, Digital Personal Data Protection Act and Rules framed thereunder, and
cybersecurityguidelinesbythe Department of HealthandFamilyWelfare.
