Willthe Minister of HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) whether the Government has conducted any assessment of the countrywide cancer burden
through the National Cancer Register Programme (NCRP) in the country, if so, the details
thereof,State-wise/gender-wise;
(b) whether the Government proposes to provide comprehensive screening facilities for the
early detection of oral, breast, cervical, common cancers under the National Programme for
Prevention and Control of Non-Communicable Diseases (NP-NCD) in all District Hospitals,
Government Medical Colleges of the country,if so, the details thereof;
(c) whether the Government proposes to introduces HPV vaccination for eligible adolescent
girls under the said programme to prevent cervical cancer across the country, if so, the details
thereof,State-wise;
(d) the steps taken/proposed tobe taken bythe Government to strengthen accessible, affordable
oncology care including the expansion of oncology departments, diagnostics facilities,
radiotherapy services, the availability of essential drugs, financial assistance for economically
weakerpatients; and
(e) whether the Government has formulated a time-bound National Cancer Control Strategy
under the NP-NCD with measurable targets for prevention, early detection, treatment, research
andmortalityreduction inthe country,if so, the detailsthereof?

(SHRIPRATAPRAO JADHAV)
(a) Indian Council of Medical Research (ICMR) – National Cancer Registry Programme
(NCRP) has provided the State/UT-wise details of estimated cancer incidence for the last five
years(2021–2025), which are annexedat Annexure–I.
(b) The Department of Health and Family Welfare provides technical and financial support to
States and Union Territories across the country under the National Programme for Prevention
and Control of Non Communicable Diseases (NP-NCD) aspart of the National Health Mission
(NHM). The programme focuses on strengthening infrastructure, humanresource development,
screening, early diagnosis, referral, treatment, and health promotion for Non- Communicable
Diseases (NCDs) Under NP-NCD, 770 District NCD Clinics, 233 Cardiac Care Units and6,410 NCD clinics at Community Health Centres have been set up across the country. In
addition, 524 Day Care Cancer Centres (DCCCs) are functional across the country to ensure
cancercare accessibility at district hospital level.
A population-based initiative for prevention, control and screening for common NCDs
including three common cancers (oral cancer, breast cancer and cervical cancer) has been
rolled out in the country under NHM. In this initiative, persons more than 30 years of age are
targeted for their screening at Ayushman Arogya Mandir. Prevention, control & screening
services are being provided through trained frontline workers [Accredited Social Health
Activist (ASHA) & Auxiliary Nurse andMidwife (ANM)].
(c) The Nationwide Human Papillomavirus (HPV) Vaccination Campaign was launched on 28
February 2026for approximately 1.2 crore eligiblebeneficiary girlsaged 14yearsacross all36
StatesandUnion Territories.
(d) Treatment of majorNCDsincludingCancertreatment areavailable underAyushman Bharat
– Pradhan Mantri Jan ArogyaYojana (AB PMJAY). This scheme provides for Rs. 5 lakh per
family annually for secondary and tertiary care hospitilization in the empanelled public and
private hospitals. The Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) and
Affordable Medicines and Reliable Implants for Treatment (AMRIT) Pharmacies improve
access to affordable cancer medicines, stents, and implants, reducing out-of-pocket expenses
andsupporting long-term treatmentadherence.
Under National Health Mission (NHM), National Free Drugs Initiative and Free Diagnostic
Services ensure essential medicines and diagnostics at public health facilities, reducing out-of-
pocketexpenses. Anti-cancerdrugs are includedinthe Essential Drugs List at District andSub-
Divisional Hospitals under National Programme for Prevention and Control of Non
Communicable Diseases(NP-NCD).
(e) Under the NP-NCD programme, a comprehensive continuum of cancer care has been
envisaged through prevention, early detection, diagnosis, treatment, palliative care and
rehabilitation.To strengthen cancer treatment infrastructure, the Government is supporting the
establishment of State Cancer Institutes (SCIs), Tertiary Care Cancer Centres (TCCCs) under
the Strengthening of Tertiary Care Cancer Facilities Scheme and DCCCs under NP-NCD to
improve equitableaccesstoqualitycancercare acrossthe country.
The programmealso supportspopulation-basedscreening,awareness generationon riskfactors,
and strengthening of cancer surveillance through the National Cancer Registry Programme
(NCRP)of theIndianCouncilof MedicalResearch (ICMR).ANNEXURE -I
