ASSISTANCE UNDER AIBP COMPONENT OF PMKSY IN ANDHRA PRADESH

Will the Minister of JAL SHAKTI be pleased to state:
(a) whether no funds have been released to the State of Andhra Pradesh under the Accelerated Irrigation Benefit
Programme (AIBP) component of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) during the period from
2019-20 to 2024-25;
(b) if so, the reasons therefor and the current implementation status of the approved projects;
(c) whether the State Government has submitted any new project proposals under AIBP including the
Varikapudisala Project and if so, the current status of their consideration and approval; and
(d) whether the Ministry proposes to release the pending funds and extend timely support for newly proposed
irrigation projects in Andhra Pradesh particularly in drought-prone and tribal regions and if so, the details thereof?

(a) & (b) There are 8 projects in Andhra Pradesh under Pradhan Mantri Krishi Sinchayee Yojana - Accelerated
Irrigation Benefit Programme (PMKSY-AIBP). During the period from 2019-20 to 2024-25, no central assistance
has been released to the State of Andhra Pradesh under PMKSY-AIBP for these projects; the reasons therefor,
along with the current implementation status of the projects, are given at Annexure.
Further, Government of India is providing 100% of the balance cost of irrigation component of Polavaram
Irrigation Project of Andhra Pradesh included as National Project on 01.04.2014. Funds of ₹20,658.671 crore
have been released to Andhra Pradesh for the project till March, 2025.
(c) No new project proposal including Varikapudisala Project has been received from the Andhra Pradesh under
AIBP component of PMKSY.
(d) The Ministry releases central assistance and provides timely support for the completion of irrigation projects,
based on project progress, and upon receipt of proposals from the State Government that are complete in all
respects as per the relevant guidelines.
Further, to address the issue of development of irrigation in drought prone areas in the country, special
provisions have been made in the criteria for selection of projects and central funding ratio under PMKSY-AIBP.
If a project has more than 50% command in drought prone area, 50% advance stage criteria has been relaxed and
the project can be included since beginning of the construction with enhanced funding ratio of 60 (Centre): 40
(State), in the proportion of command area falling in drought prone area.
