Parliament Question: Availability of Quality and Specialised Health Services

GOVERNMENT OFINDIA MINISTRYOFHEALTHAND FAMILYWELFARE DEPARTMENT OFHEALTHAND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 3260 TOBE ANSWERED ON 7TH AUGUST,2026 AVAILABILITYOFQUALITYAND SPECIALISED HEALTH SERVICES †3260.SMT.SANDHYARAY: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government has formulated any time-bound national action plan to ensure the equitable availability of quality and specialised health services in every Parliamentary Constituency inthe country; (b) if so, the details of the amount sanctioned, year-wise expenditure and the current progress onthese projectsfrom 2014till date; (c) if not, the future action plan of the Government for strengthening health facilities in such Parliamentary Constituencies, includingthe Bhind andDatia; and (d) the details of medical colleges, nursing colleges, Critical Care Blocks, District Hospital upgradation, health and wellness centres and other health infrastructure projects sanctioned under the said action plan in the country, State-wise, particularly in Madhya Pradesh and specificallyinBhind and Datia ParliamentaryConstituencies? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH & FAMILYWELFARE (SHRI PRATAPRAOJADHAV) (a) to (d): ‘Public Health’ & ‘Hospitals’ are State subjects. The primary responsibility of the availability of quality and specialised health services in the country lies with the respective StateGovernments. The National Health Mission (NHM) provides support for improvement in health infrastructure, human resources in health facilities, availability and accessibility to quality healthcare across the country including Madhya Pradesh. The Ministry of Health and Family Welfare (MoHFW) provides technical and financial support to the States/UTs to strengthen the public healthcare system, based on the proposals received in the form of Programme Implementation Plans (PIPs) under NHM. Approval is accorded to the proposals in the form of Record of Proceedings (RoPs) as per norms & available resources. The details of RoPs issued toStates/UTs includingMadhya Pradeshare available at following web link: https://nhm.gov.in/index1.php?lang=1&level=1&sublinkid=1377&lid=744National Quality Assurance Standards (NQAS), launchedby Government of India, provides a comprehensive framework aimedat enhancingthe qualityof care inpublic healthfacilities by focusing on areas such as service provision, patient rights, inputs, support services, clinical care, infection control, quality management. This lead to better patient outcomes and increasedpublic trust inhealthcare services. Health Dynamics of India (HDI), is an annual publication, based on healthcare administrative data reported by States/UTs. Details of availability of medical colleges, District Hospitals (DHs) and other health infrastructure across the country including Bhind and Datia Parliamentary Constituencies of Madhya Pradesh, State/UT-wise, may be accessed through the HMIS portal underPublications at the following linkof HDI 2023-24: https://hmis.mohfw.gov.in As reported by States/UTs on AAM portal, 1,86,696 AAMs including 12,789 AAMs in Madhya Pradesh, were operationalized by strengthening Sub-health Centres (SHCs) and Primary Health Centres (PHCs) in the country, as on 31.07.2026. Out of these, 258 AAMs in Bhind district and 141 AAMs in Datia district of Bhind and Datia Parliamentary Constituencieswere operationalized. Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is a Centrally Sponsored Scheme (CSS) with certain Central Sector (CS) components, which was implemented to strengthen India's public health system through reforms that integrate health service delivery, public health action and health research, thereby enhancing the capacity of public healthsystems toeffectively respond topandemicsandother public healthemergencies. Under CSS component of the scheme, administrative approvals were accorded to the States/UTs under PM-ABHIM for 5 years’ period i.e. FY2021-22 to FY 2025-26 for an amount of Rs. 32,961.10 crore for construction/ strengthening and establishment of 11001 Building-less Sub-Health Centre – Ayushman Arogya Mandirs (SHC-AAMs), 5456 Urban Ayushman Arogya Mandirs (Urban-AAMs), 2151 Block Public Health Units (BPHUs), 744 Integrated Public Health Laboratories (IPHLs) and 631 Critical Care Blocks (CCBs) at District Hospitals/Government Medical College level, including50 CCBs in Madhya Pradesh (1eachinBhind andDatia district). MoHFW administers a CSS for 'Establishment of newmedical collegesattachedwith existing district/referral hospitals' with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. Under the Scheme, all the envisaged 157 Government medical colleges have already been approved in the country including 14 in Madhya Pradesh. One medical college at Datia was approved. Under CSS for Augmenting Nursing Education- Establishment of new Colleges of Nursing in co-location with Medical Colleges, the Government has approved the establishment of 157 nursing colleges co-located with existing medical colleges. Under this scheme, 14 Nursing Colleges were approvedfor establishment in Madhya Pradeshincluding1inDatia district. *****
