Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) the current availability of doctors, specialists, nursing staff and laboratory technicians and
the number of vacant posts in Primary Health Centres (PHCs) and Community Health
Centres(CHCs) inJodhpur, Jaisalmer andNagaur districts of Rajasthan;
(b) whether these health centres have been strengthened through construction of buildings,
procurement of equipment, laboratory upgradation or expansion of ambulance services
during the last three years, if so,the detailsthereof; and
(c) whether Government is providing telemedicine, mobile health units or digital health
facilitiesinsaid districts, if so, the detailsthereof?

(a) to (c): ‘Public Health’ & ‘Hospitals’ are State subjects. The primary responsibility of
availability of doctors, specialists, nursing staff and laboratory technicians in Primary Health
Centres (PHCs) and Community Health Centres (CHCs) lies with the respective State
Governments.
Health Dynamics of India (HDI) (Infrastructure & Human Resources), is an annual
publication, based on healthcare administrative data reported by States/UTs. Details of
availability of doctors, specialists, nursing staff and laboratory technicians in PHCs and
CHCs in the country including Jodhpur, Jaisalmer and Nagaur districts of Rajasthan may be

The National Health Mission (NHM) provides support for improvement in health
infrastructure, availability of adequate human resources in health facilities, to improve
availability, affordability and accessibility to quality health care especially in urban, rural,and tribal/hilly areas of the country including Rajasthan through Programme Implementation
Plans(PIPs)andRecordof Proceedings (RoPs).
The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) with an
outlay of Rs.64,180 crore aims to provide support for infrastructure development for Sub-
Health Centres, Urban Health and Wellness Centres, Support for Block Public Health Units,
Integrated District Public Health Laboratories (IPHL) and Critical Care Hospital Blocks
(CCBs). The Fifteenth Finance Commission (FC-XV) has recommended grants through local
governments for specific components of the heath sector to the tune of Rs.70,051 crore
includingRajasthan.
A total of 1.83 lakh Ayushman Arogya Mandirs (AAMs) have been established and
operationalized inthe country, including 12,990AAMs in Rajasthan, which deliver expanded
range of comprehensive primary healthcare services encompassing preventive, promotive,
palliative,rehabilitative, andcurative care.
Under National Ambulance Service, 3,268 Advanced Life Support (ALS), 15,554 Basic Life
Support (BLS), 3,839 Patient Transport Vehicle (PTV), 19 Boat Ambulances, 81 Bike
Emergency Response Vehicles and 5,773 other empanelled vehicles are supported under
NHM for transportation of patients, particularly pregnant women and sick infants from home
topublic healthfacilities andbackinthe countryincludingRajasthan.
The teleconsultation services, available at all operational AAMs across the country including
rural and urban areas, enables people to access the specialist services closer to their homes
addressing concerns of physical accessibility, shortage of service providers and to facilitate
continuumof care.
Mobile Medical Units (MMUs) are supported under NHM to provide outreach services in
remote villages with difficult terrain which are underserved and inaccessible. As per NHM-
MIS report, a total of 1453 MMUs have been deployed across the country including
Rajasthan.
Ayushman Bharat Digital Mission (ABDM) aims to create an online platform enabling
interoperability of health data within the health ecosystem to create longitudinal electronic
health record of every citizen, make healthcare accessible for citizens including reducing the
cost of care and enabling greater efficiencies in health service delivery between public and
private Healthcare institutions.
