ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a)to (d):The Ayushman BharatDigital Mission(ABDM) waslaunchedat anationallevelby the Government of India in September 2021 to support the development of an integrated, citizen-centric national digital health ecosystem. The expenditure incurred on implementing the ABDMsinceitsinceptiontoFY2025-26isRs.860.31crore. As on 27th July 2026, 95.73 crore Ayushman Bharat Health Accounts (ABHAs) have been created.The State/UT-wisenumberofABHAscreatedismaintainedonareal-time dashboard, availableatdashboard.abdm.gov.in Any citizen who has an ABHA can upload their health records and can securely access and manage their health records digitally with an ABDM-enabled Personal Health Record (PHR) application. ‘Privacy by Design’ is one of the key guiding principles of ABDM and is implemented following the principles of federated digital architecture. There is nocentralised repository of data. ABDM facilitates secure data exchange between the intended stakeholders on the ABDMnetworkwiththepatient’sconsent.SeveralguidelineshavebeenissuedunderABDM, which set out the minimum standards for data privacy and protection. These include Health Data Management Policy, Data Privacy Policy and ABDM Health Records (PHR) Mobile App PrivacyPolicy. ForIntegrationwith ABDM, the digital healthapplicationare requiredto undergosecurityaudits. *****
