AYUSHMAN HEALTH CARDS
1087. SMT.HARSIMRATKAUR BADAL:
Will the Ministerof HEALTHANDFAMILYWELFAREbe pleased tostate:
(a) the number of Ayushman Health Cards issued during the last five years, State-wise and
district-wise inPunjab;
(b) whether the Government hasmaintainedany data regardingthe numberof people who have
actually used their Ayushman Health Cards to utilize the health coverage of Rs. 5 lakhs, if so,
the detailsthereof,State-wise;
(c) the number of public and private hospitals that have been empanelled and disempanelled
underthe scheme during the last two years, district-wise inPunjab;
(d) whether the Government has observed any delays in payments to be made by the State
Governmentsduring the last five years, if so, the detailsthereof,especiallyinPunjab; and
(e) the amount of funds allocated and utilized by the State of Punjab under the scheme during
the last five years?

(a): State/UT-wise detailsof Ayushman cardscreatedunderAyushman Bharat - PradhanMantri
Jan ArogyaYojana (AB-PMJAY)in the last five years are at Annexure-I. District-wise details
of Ayushman cardscreated underAB-PMJAYin the last five years inPunjab are at Annexure-
II.
(b): As on date, more than 9.84 crore hospital admissions worth over Rs. 1.40 lakh crore have
been authorized under the scheme. State/UT-wise details of number of hospital admissions
underthe scheme are at Annexure-III.
(c) Under AB-PMJAY, all public hospitals are deemed empanelled. District-wise details of
number of private hospitals empanelled under the scheme during the last two years in Punjabare at Annexure-IV. Further, no hospital has been de-empanelled in the State of Punjab in the
last two years.
(d) National Health Authority has laid down guidelines under AB-PMJAY for payment of
claim to hospitals within 15 days of claims submission for the intra-state hospitals (hospitals
located within State) and within 30 days in case of portability claims (hospitals located outside
State).
Regularreviewmeetingsareorganizedtoreviewprogresswith regardstotheclaimssettlement.
Further, capacity building activities are organised for efficient claims settlement and
beneficiary facilitation agencies ensure timely submission of claims on the Transaction
Management System(TMS), andaddress all discrepancies.
(e): The funding of AB PM-JAY is entirely demand driven. NHA releases funds for scheme
implementation to the State UTs on the basis of the actual demand received from States/UTs.
There is no State / UT - wise allocation of funds. As per the process defined by NHA, States
furnish a Utilization Certificate of previously received funds prior to every new fund release.
An amount of Rs. 418.90 crore has been released as Central share to the State of Punjab in the
