Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a) the details of total number of Insured Persons and beneficiaries
covered under the Employees’ State Insurance Corporation (ESIC)
as of January 2026, State/UT-wise;
(b) the details of progress achieved under Scheme for Promotion of
Registration of Employers and Employees (SPREE)-2025 in
expanding ESIC coverage and formalising workers in the country;
(c) the details of expansion of ESIC healthcare facilities including
hospitals, dispensaries and super-specialty services; and
(d) the details of steps taken by the Government to make the process
of registration and claim settlement of Employees' State Insurance
Corporation simplified, timebound and operated in a completely
digitalized manner?

(a): The number of the Insured persons and Beneficiaries covered
under the Employees’ State Insurance Corporation (ESIC) as on
31.3.2025 are 3,84,35,880 and 14,91,31,214 respectively. The
State/UT wise detail is at Annexure.
(b): ESIC has launched the Scheme to Promote Registration of
Employers/Employees (SPREE,2025) for the period from 1st July 2025
to 31st December, 2025, which was further extended for one month’s
period up to 31st January, 2026. Under the Scheme, a total of
1,38,718 new employers and 1,12,72,772 new employees have been
brought under ESIC coverage up to 31.01.2026.

(c): ESIC is continuously expanding its healthcare infrastructure
and services across the country. A total of 98 new ESI hospitals and
61 dispensaries have been sanctioned to strengthen medical
facilities, and approval has also been granted for the upgradation of
bed capacity in 12 ESI hospitals. In addition, super-specialty
services—including Urology, Cardiology, Nephrology, Oncology,
Pediatric Surgery, Gastroenterology, Endocrinology, Rheumatology,
and Neurology—are now available in 25 ESIC hospitals. To ensure
wider access to advanced treatment, ESIC has entered into tie-up
arrangements with public and private hospitals for cashless inpatient
care where such services are not available in its own institutions.
Further, an Memorandum of Understanding with Ayushman Bharat–
Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) enables ESIC
beneficiaries to receive cashless treatment at empanelled Ayushman
hospitals. As part of efforts to improve emergency and critical care,
5G-enabled ambulances with real-time patient monitoring have been
introduced in 06 ESIC Medical Colleges. Guidelines have also been
issued for establishing in-house dialysis facilities, as well as blood
banks in hospitals with more than 300 beds and blood storage units
in smaller hospitals.
(d): ESIC has simplified and digitized registration and claims
processes through its online ESIC Portal. Employers and employees
can register online, and Insured Persons can directly submit claims
for cash benefits, including sickness benefit, maternity benefit and
other related benefits, through the Insured Person (IP) Portal.
