BENEFICIARIES OF LANDLESS FAMILIES UNDER PMAY-G
4071. Shri Neeraj Maurya:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government is aware that thousands of extremely
poor families in rural areas of Bareilly, Budaun and
Shahjahanpur districts of Uttar Pradesh are deprived of benefits
of the housing scheme only due to technical reasons such as
not being included in the Awas plus list, if so, the details thereof;
(b) whether the Government proposes any special provision for
those landless families who live in the flood-affected areas
particularly in Bareilly and Budaun (Ramganga bank) and who do
not even have their own land to build a house, if so, the details
thereof;
(c) the details of houses sanctioned and actually completed during
the last three years under Pradhan Mantri Awas Yojana-Gramin
in Bareilly, Budaun and Shahjahanpur districts of Uttar Pradesh,
district-wise; and
(d) whether any central team is likely to be sent with the
participation of public representatives to investigate complaints
of illegal extortion from beneficiaries, if so, the details thereof?

(a): The Ministry of Rural Development is implementing the
Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April, 2016
to construct 4.95 crore houses by March 2029 (including the target of
previous phase i.e. 2.95 crore houses) by providing assistance to
eligible rural households with basic amenities to attain the goal of
“Housing for All”. The Ministry of Rural Development has allocated a
target of 4.14 crore houses to the States/UTs under PMAY-G, against
Page 1 of 3which more than 3.90 crore houses have been sanctioned by
the States and more than 2.97 crore houses have been completed as
on 12.03.2026.
Under PMAY-G, the beneficiaries are identified based on the
housing deprivation parameters prescribed under Socio-Economic
Caste Census (SECC) 2011. After due verification by the Gram Sabha
and completion of the Appellate Process, Gram Panchayat-wise
Permanent Wait List (PWL) is prepared. The auto-generated priority
list of households from SECC, 2011 database was provided to the
States/Union Territories (UTs) for conducting Gram Sabha meetings
to finalize the PWL. A total of 2.04 crore households have been
identified and included in PWL from SECC, 2011. Further, the details
of such households who claimed to have been left out from the SECC
2011 based PWL and eligible for inclusion in PWL, have been captured
by the States/UTs in the Awaas+ Survey, 2018. Further, in accordance
with the approval of the Union Cabinet for the continuation of PMAY-
G during FY 2024-25 to 2028-29, a new survey is also being conducted
for the identification of additional eligible households by the States/
UTs using eKYC face based authentication through the Awaas+ 2024
mobile app and with modified exclusion parameters.
(b): Landless beneficiaries are accorded top priority under the
PMAY-G. Providing land to the landless PMAY-G beneficiaries for the
construction of houses is of utmost importance since they are among
the most deserving beneficiaries in the Permanent Wait List (PWL) of
PMAY-G. Therefore, the States/UTs have been asked to ensure that
such beneficiary is provided land from the government land or any
other land, including public land (Panchayat common land,
community land or land belonging to other local authorities).
Landless beneficiaries are also given priority in the ranking of
households. A total of 4,30,646 landless beneficiaries have been
provided with land/assistance by the States/UTs.
The Ministry is taking the following steps to speed up house
construction for landless beneficiaries: -
i. Regular follow up with the States to ensure allotment of land to
landless beneficiaries.
ii. Special attention is being given to landless beneficiaries, with
efforts to provide them with land or financial assistance for land
purchase.
iii. A web application has been developed in the AwaasSoft, for
capturing the details of the landless PMAY-G beneficiaries, so
Page 2 of 3that the land allotment and house construction progress can
easily be monitored.
iv. The States/UTs were also requested to constitute a Task Force
under the Chief Secretary, comprising the Secretary (Revenue)
and Secretary dealing with PMAY-G, so that land is allotted to
landless beneficiaries under PMAY-G in a time bound manner.
v. Several State Governments have been implementing schemes
for the landless beneficiaries under PMAY-G.
Further, as per FFI for PMAY-G up to five percent of the targets
under PMAY-G, would be reserved for Special Projects. The proposal
for Special Project should be submitted by the State with adequate
details and justification to the Ministry of Rural Development for
rehabilitation/ relocation of families whose houses have been
completely /substantially damaged on account of Natural hazards as
categorized in the extant National Disaster Management Plan of
National Disaster Management Authority - Flood, earthquake, fire,
etc.
(c) & (d): The details of houses sanctioned and completed in
Bareilly, Budaun and Shahjahanpur districts of Uttar Pradesh for last
three years (FY 2022-23 to FY 2024-25) district-wise is as under,

These districts have informed that no complaints regarding
illegal recovery from PMAY-G beneficiaries have been received so far.
There is no proposal at the Ministry level to send a central team in
the matter.
