BENEFICIARIES OF PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the total number of houses sanctioned, constructed and
handed over under the Pradhan MantriAwasYojana-Gramin
(PMAY-G) in Tamil Nadu including Kanchipuram and
Chengalpattu districts, district-wise;
(b) the number of beneficiaries belonging to Scheduled Castes,
Scheduled Tribes and Minority communities in
KanchipuramLokSabha Constituency along with their
proportionate share to the eligible population, if so, the details
thereof;
(c) whether it is a fact that a large number of eligible families in
KanchipuramLokSabha Constituency continue to live in kutcha
or overcrowded dwellings despite scheme coverage, if so, the
details thereof; and
(d) the steps taken to expedite pending house construction,
release instalments and provide basic services to newly built
colonies?

(a): In order to achieve the objective of "Housing for All" in rural
areas, the Ministry of Rural Development is implementing Pradhan
MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April
2016 to provide assistance to 4.95 crore eligible rural households
with basic amenities by March 2029. Under the scheme, a
cumulative target of 9,57,825 houses have been allotted to the
State of Tamil Nadu out of which 7,36,610 houses have been
sanctioned and 6,63,247 houses have been completed as on
28.01.2026.

G (including Kanchipuram& Chengalpattu) are given in Annexure-I.
(b) & (c): Under PMAY-G, the beneficiaries are identified on the
basis of the housing deprivation parameters and exclusion criteria
prescribed in Socio Economic Caste Census (SECC) 2011 database
and the finalized Awaas+ (2018) survey list. Priority lists thus
prepared using SECC and Awaas+ data, are verified by the Gram
Sabha (GS). After disposal of all the cases of a Gram Panchayat, by
the Appellate Committee, the Gram Panchayat wise final Permanent
Wait List (PWL) for each category with a distinct rank for each
household, is to be published on the notice board of the Gram
Panchayat and advertised widely. The Permanent Wait List is then
entered on the website of PMAY-G.
Further, in accordance with the approval of the Union Cabinet,
to achieve the additional target of 2 crore houses, the additional
eligible beneficiaries have been identified using the Awaas+ survey
2024 using e-KYC face based authentication through the Awaas+
2024 mobile app and with modified exclusion parameters. To ensure
no eligible household is left behind, the Awaas + 2024 app had a
feature of Self-survey.
As per provisions of the PMAY-G, there is earmarking of
minimum 60% of the targets for Scheduled Caste (SC)/ Scheduled
Tribe (ST) beneficiaries. However, there is no separate earmarking
of targets for Minorities & these beneficiaries are part of "Others
category" of beneficiaries.
Parliament Constituency wise details of PMAY-G are not
maintained. The number of beneficiaries belonging to Scheduled
Castes, Scheduled Tribes and "Others category" in Chengalpattu
and Kanchipuram districts of KanchipuramLokSabha

(d): In order to provide PMAY-G beneficiaries with the maximum
number of benefits from different schemes, convergence with other
schemes is encouraged. As per the guidelines of the scheme,
construction of toilets to be leveraged through convergence with
Swachha Bharat Mission- Grameen (SBM-G), or any other dedicated
source of funding. Convergence for piped drinking water, electricity
connection, LPG gas connection and inclusion of women members of
PMAY-G households under the fold of Self Help Groups (SHGs)
through DeendayalAntyodayaYojana – National Rural Livelihood
Mission (DAY-NRLM) to explore better livelihood opportunities is also
undertaken.In addition, the Ministry is taking various steps to
expedite the completion of pending houses under the scheme, some
of which are as under:
i. Timely allocation of targets to the States/UTs
ii. Launch of PMAY-G analytic Dashboard for monitoring and
supervision of the scheme.
iii. Monitoring of house sanction and completion using the latest
IT tools and technologies.
iv. Regular reviews with the States.
v. Expediting completion of those houses where 3rd or 2nd
installment of funds has been released.
vi. Timely release of funds as per the requirements of States/UTs
vii. Continuous follow-up with States / UTs on providing land to
landless beneficiaries of PMAY-G.
