BENEFIT OF SOCIAL SECURITY SCHEMES TO THE WORKERS

Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of number of workers registered on the e-Shram portal
along with the number of workers out of them received benefits
under any Government scheme in the country during the last five
years, year and State/UT-wise;
(b)the details of unemployment rate along with the fresh steps taken
by the Government for employment generation in the country
during the last five years, year and State/UT-wise;
(c)whether the Government is cognizant that workers in the
unorganised sector are not receiving the benefits of social security
schemes in a timely manner; and
(d)if so, the reasons therefor and the steps taken to address the said
issue?

(a) to (d): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August, 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
including platform workers, migrant workers etc. The eShram portal
registers the unorganised workers including gig and platform workers
and provides them a Universal Account Number (UAN) on a self-
declaration basis.
Over 31.82 crore unorganised workers have already been
registered on eShram portal.
State/UTs-wise details of unorganised workers registered
on the eShram portal during the last five years is at annexure-I

In keeping with the vision of the Budget Announcement
2024-25, Ministry of Labour and Employment launched the eShram–
“One-Stop-Solution” on 21st October 2024 which entails integration
of different social security/ welfare schemes at single portal and
enables unorganised workers registered on eShram to access social
security schemes and see benefits availed by them so far, through
eShram.
So far, fifteen (15) schemes of different Central Ministries/
Departments have already been integrated/ mapped with the eShram
to extend benefits and access to social security schemes to eShram
cardholders including Pradhan Mantri Street Vendors Atmanirbhar
Nidhi (PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY),
Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Viksit Bharat-
Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G),
Pradhan Mantri Awas Yojana – Gramin (PMAY-G), Ayushman Bharat –
Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Awas
Yojana – Urban (PMAY-U), Pradhan Mantri Matsya Sampada Yojana
(PMMSY), Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), One
Nation One Ration Card (ONORC) and Pradhan Mantri Matru Vandna
Yojana (PMMVY), etc.
Apart from the above, eShram has linkages with National
Career Service (NCS) for Job Opportunities, Skill India Digital Hub
(SIDH) for Skill Development, Pradhan Mantri Shram Yogi Maan-dhan
(PM-SYM) for Pension and convergence portal of MoHUA, enabling
eShram cardholders to avail additional services.
State/UTs-wise details of unorganised workers registered
on eShram portal and enrolled under various social security schemes
is at annexure-II.
The official data on Employment and Unemployment is
collected through Periodic Labour Force Survey (PLFS), which is
conducted by Ministry of Statistics and Programme Implementation
(MoSPI) since 2017-18.
As per the Annual PLFS reports, the estimated
Unemployment Rate (UR) in the country for the year 2020-21, 2021-
22, 2022-23, 2023-24 and 2025 is 4.2%, 4.1%, 3.2%, 3.2% and 3.1%
respectively.

State/UTs-wise details of unemployment rate in the
country as per Periodic Labour Force Survey (PLFS) reports is at
annexure-III.
Further, Employment generation coupled with improving
employability for youth is a priority of the Government. Accordingly,
Government is implementing various employment generation
schemes/ programmes in the country.

programmes being implemented by the Government may be seen at

Government is also implementing Skill India Mission (SIM)
to deliver skill, re-skill and up-skill training through an extensive
network of skill development centres/ schools/ colleges /institutes
etc. under various schemes, viz. Pradhan Mantri Kaushal Vikas
Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National
Apprenticeship Promotion Scheme (NAPS) and Craftsmen Training
Scheme (CTS) through Industrial Training Institutes (ITIs) in the
country. The SIM aims at enabling youth of India to get future ready,
equipped with industry relevant skills.
Ministry of Electronics and Information Technology
(MeitY) has initiated ‘FutureSkills PRIME’ a programme for Re-
skilling/Up-skilling of IT Manpower for Employability in 10
new/emerging technologies including Artificial Intelligence.
Government is implementing Employment Linked
Incentive (ELI) Scheme named as the Pradhan Mantri Viksit Bharat
Rozgar Yojana to support employment generation, enhance
employability and social security across all sectors, with special
focus on the manufacturing sector. The scheme with an outlay of Rs
99,446 Crore aims to incentivize the creation of more than 3.5 Crore
jobs in the country, over a period of 2 years.
Further, Ministry of Labour and Employment, Government
of India, is running the National Career Service (NCS) Portal which is
a one-stop solution for providing career related services including
jobs from private and government sectors, information on online &
offline job fairs, job search & matching, career counselling,
vocational guidance, information on skill development courses,
skill/training programmes etc. through a digital platform
[www.ncs.gov.in].
