SHRI RAMASHANKAR VIDHARTHI RAJBHAR: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) the details of the number of workers who have been registered on the e-shram portal provided benefits under various social security schemes in Uttar Pradesh, district and occupation-wise; (b) the details of the percentage of the said workers who could not receive benefits under social security schemes due to delay in the disbursement of benefits during the last three years; (c) the details of the number of workers who are associated with the power loom industry registered on the e-shram portal in Uttar Pradesh, district-wise; and (d) the steps taken by the Government to increase the registration of workers engaged in the handloom, handicrafts and Powerloom sectors on the e-shram portal and ensure their wider coverage under various social security schemes? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (d): The Ministry of Labour and Employment launched eShram portal (eshram.gov.in) on 26th August, 2021 for creation of a comprehensive National Database of Unorganised Workers (NDUW). The eShram portal registers the unorganised workers and provides them a Universal Account Number (UAN) on a self-declaration basis. District-wise and occupation sector-wise details of unorganised workers registered on the eShram portal in the State of Uttar Pradesh are at annexure- I and II respectively. Details of unorganised workers in the State of Uttar Pradesh registered on the eShram portal enrolled under various social security schemes is at annexure-III. Contd..2/-:: 2 :: Ministry of Labour and Employment launched the eShram– “One-Stop-Solution” on 21st October 2024. eShram– “One-Stop- Solution” entails integration of different social security/ welfare schemes at single portal i.e. eShram. This enables unorganised workers registered on eShram to access social security schemes and see benefits availed by them so far, through eShram. District-wise details of unorganised workers associated with the powerloom industry registered on the eShram portal in State of Uttar Pradesh are at annexure-IV. To enhance registrations under the eShram initiative and ensure wider coverage of unorganised workers including in the handloom, handicrafts and Powerloom sectors, the Government has adopted a comprehensive strategy. In addition to enabling self- registration through the web portal and mobile application, assisted registration modes have been introduced via Common Service Centres (CSCs), State Seva Kendras (SSKs), and the UMANG platform to facilitate easy access for workers. The Ministry of Labour and Employment is conducting targeted awareness campaigns comprising registration drives, community outreach programs and locally tailored communication efforts. To strengthen outreach, the Ministry leverages social media channels to disseminate videos, tutorials, and other informative content, making the initiative more accessible and engaging. To further enhance the availability and accessibility of eShram and its associated services to unorganised workers, the Ministry of Labour and Employment officially launched the eShram mobile application on 24th February 2025.
