Parliament Question: Bengaluru Circle under Amrit Bharat Station Scheme

SHRI TEJASVI SURYA: Will the Minister of RAILWAYS be pleased to state: (a) the list of the railway stations in the Bengaluru Circle being redeveloped under the Amrit Bharat Station Scheme, along with the date of commencement of works at each station; (b) the details of the sanctioned cost, revised cost, if any, expenditure incurred so far, and the reasons for cost overruns, wherever reported, station wise; (c) the timelines fixed for completion of works at each of these stations and the current physical and financial progress, station wise; and (d) the measures taken/being taken by the Government to ensure timely completion of redevelopment works and to prevent further cost escalation along with revised completion schedules? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d): Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. So far, 1337 stations have been identified for development under Amrit Bharat Station Scheme, out of which 61 stations are located in Karnataka. This includes stations of Bangalore Cantt., Krantivira Sangolli Rayanna (Bengaluru Station), Yesvantpur, Malleswaram, Whitefield, Krishnarajapuram, Kengeri, …2/- §-2- Channasandra and Dodballapur, which are located in Bengaluru City area. Till now, works of 09 stations (Alnavar, Badami, Bagalkot, Bantawala, Dharwad, Gadag, Gokak Road, Koppal, Munirabad) in Karnataka have been completed. The works at other stations have also been taken up at good pace and progress of some of the above stations is as given below:  Yesvantpur station: The civil works of east side arrival plaza, civil works of east side sub-station, east side elevated road and multi level car parking have been completed. The finishing works of east side arrival plaza, east side elevated road and multi level car parking, sewage treatment plant, structural work of west side station building, platform shelters and air concourse have been taken up.  Bangalore Cantt. station: The works of 24 m wide diversion road on the south side, training centre, hostel on North side and structural work of south side station building have been completed. The finishing work of south side station building, structural work of north side station building, foot over bridge, south basement and circulating area have been taken up.  Whitefield: The works for construction of boundary wall, improvement of 2 & 4 wheeler parking, provision of platform (PF) shelter on PF 1 & 2 and ladies waiting hall have been completed. The works for provision of platform shelter on PF 3 & 4, construction of food plaza, improvement of station with new canopy and construction of 12 m wide foot over bridge have been taken up. …4/--4-  Krishnarajapuram: The works for pay & use toilet and improvement of 2 & 4 wheeler parking at back of platform 4 have been completed. The works for provision of 3rd entry booking office, construction of waiting hall, provision of platform shelters and improvement of parking at 3rd entry have been taken up.  Kengeri: The works for improvement of 4 wheeler parking at main entry side, structural works of 2nd entry station building, 2nd entry approach road, 2 wheeler parking at 2nd entry and pay & use toilet at PF 4 have been taken up. The works for 2nd entry station building finishes, provision of platform shelters, extension of main entry station building (waiting hall), construction of 12 m wide foot over bridge and improvement of circulating area at main entry side have also been taken up.  Dodballapur: The works for improvement of 2 & 4 wheeler parking at main entry has been completed. The works for provision of platform shelters, pay & use toilet, provision of 2nd entry station building, improvement of 2nd entry parking area and provision of 12 m wide foot over bridge have been taken up. The Amrit Bharat Station scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning, keeping in view the necessity at each station includes: • Improvement of access to station and circulating areas • Integration of station with both sides of city …5/--5- • Improvement of station building • Improvement of waiting halls, toilets, sitting arrangement, water booths • Provision of wider foot over bridge/air concourse commensurate with passenger traffic • Provision of lift/escalators/ramp • Improvement /Provision of platform surface and cover over platforms • Provision of kiosks for local products through schemes like ‘One Station One Product’ • Parking areas, Multimodal integration • Amenities for Divyangjans • Better passenger information systems • Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Further, development / redevelopment of station on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The priority for development / redevelopment / upgradation / modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan ..6/--6- Head-53 are maintained Zonal Railway-wise and not station-wise or state- wise. Stations of Bengaluru City area are covered under the jurisdiction of South Western Railway. For South Western Railway, allocation of ₹ 572 crore (Revised Estimate) has been made for the financial year 2025-26 under Plan Head-53 and expenditure of ₹ 468 Crore (up to Dec. 2025) has been incurred so far. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Indian Railways has a well established mechanism to monitor implementation of projects including their reviews, inspection, check for time and cost overruns, quality of works and audits. Monitoring of projects is done at various levels including through dedicated portal of Indian Railways named Indian Railway Project Sanction and Management (IRPSM). Works are carried out adhering to the standards and specifications laid down in various codes and manuals. Inspections/audits/checks are carried out from time to time by various agencies/officials/multi-disciplinary teams as per laid down instructions and actions for correction are taken immediately. The issues faced by the executing units are accordingly addressed. This is a continuous and ongoing process. *****
