Will the Minister of Education be pleased to state:
(a) the number of girls enrolled in Government and Government-aided schools in Jharkhand
under the Beti Bachao Beti Padhao (BBBP) scheme during the last three academic years,
district-wise;
(b) the number of girls who dropped out before completing elementary (Class 8) and secondary
education (Class 12) in the same period with reasons recorded for such dropouts;
(c) the number of districts where the girl-child enrolment and retention rates remain below the
State average, along with the number of schools affected; and
(d) the measurable targets and funds allocated to improve enrolment and retention in these low-
performing districts in the next academic year along with the monitoring framework employed
by the Government?

(a) to (d): Beti Bachao Beti Padhao (BBBP) Scheme was launched on 22nd January 2015 to
help address Child Sex Ratio (CSR) and related issues of empowerment of girls and women
over a life cycle continuum. The objectives of the scheme are to prevent gender biased sex
selective elimination, to ensure survival and protection of the girl child and to ensure education
and participation of the girl child.
Department of School Education and Literacy (DoSEL), Ministry of Education is
implementing the scheme of Samagra Shiksha, an integrated scheme for school education, for
universalization of quality education throughout the country in coordination with the States
and UTs. It is an overarching programme for the school education sector extending from pre-
school to class XII and aims to ensure inclusive and equitable quality education at all levels of
school education. Number of girls enrolled in Government and Government-aided Schools inJharkhand (district-wise) during the last three academic years and the dropout rate for girls
from class 6-12 in the State of Jharkhand during the last three year is at Annexure.
Education is in the Concurrent list of the Constitution and majority of the schools are
under the administrative control of respective State Government and UT Administration. As
informed by the State Government of Jharkhand, the State Average Retention Rate for Primary
Classes stood at 80.78 percent, with twelve districts recording retention rates below the state
average. Further, the State Average Retention Rate for Secondary Classes was noted as 55.27
percent, with fourteen districts recording retention rates below the state average.
Under Samagra Shiksha, various interventions have been targeted for reducing drop-
out of girls, which include opening of schools in the neighbourhood to make access easier for
girls, free uniform and text-books to girls up to class VIII, additional teachers and residential
quarters for teachers in remote/hilly areas, appointment of additional teachers including women
teachers, stipend to CWSN girls from class I to class XII, separate toilets for girls, teachers'
sensitization programmes to promote girls participation, gender-sensitive teaching-learning
materials including text books etc. In addition, to reduce gender gaps at all levels of school
education, Kasturba Gandhi Balika Vidyalayas (KGBVs), which are residential schools from
class VI to XII for girls belonging to disadvantaged groups such as SC, ST, OBC, Minority and
Below Poverty Line (BPL), are sanctioned in Educationally Backward Blocks.
State Government of Jharakhand has informed that to reduce dropout rate and to
enhance the retention rate in the low performing districts for 2026-27, budget has been
enhanced for Door-to-Door population survey, School going campaigns, Special training for
Out of School Children, back to school campaigns, Skill based education in Secondary and Sr.
secondary level.
