BID FOR 2036 OLYMPIC GAMES
2300 SHRI MUKUL BALKRISHNA WASNIK:
Will the Minister of Youth Affairs and Sports be pleased to state:
(a)whether it is a fact that within the Indian Olympic Association there are significant
governance issues that are adversely affecting India’s bid to host 2036 Olympic Games;
(b) if so, the details thereof and plans to resolve them;
(c )whether sports in India have been afflicted with anti-doping failures, if so, the steps taken
to strictly adhere to the international rules; and
(d)the details on the measures adopted by Government to significantly enhance India’s
performance in sports disciplines included in Olympic Games?

(a) & (b): The Indian Olympic Association (IOA), which is the National Olympic Committee
for India, is a member of International Olympic Committee (IOC). IOA is responsible for
exercising its activities or rights conferred upon it under the Olympic Charter of the IOC,
including the bidding to host Olympic Games. The last election of IOA was held on 10.12.2022
in terms of the constitution duly drafted by a former Judge of the Hon’ble Supreme Court
pursuant to the directions passed by the Hon’ble Supreme Court in SLP(C) No. 14533/2022
titled “Indian Olympic Association vs. Union of India & Ors.”. The matter is still sub-judice
before the Hon’ble Supreme Court. Presently, the affairs of IOA are being managed by the
Executive Committee headed by renowned athlete Dr. P.T. Usha, elected in 2022.
(c)Yes ,sir. The Government is aware of instances of Anti-Doping Rule Violations (ADRVs)
involving Indian athletes and is fully committed to curb the menace of doping in sports. To this
end, the National Anti-Doping Agency (NADA), an autonomous body under the Government
of India, has been entrusted with the responsibility of conducting dope tests and implementing
anti-doping measures in the country in accordance with the World Anti-Doping Agency
(WADA) Code and the applicable international standards.
Page 1of 2In order to strictly adhere to international anti-doping rules and to strengthen the anti-doping
ecosystem in the country, the Government has taken the following steps:-
(i) The Government has enacted the National Anti-Doping Act, 2022 to provide
statutory backing to anti-doping activities in India and to ensure compliance with the
global anti-doping framework prescribed by WADA.
(ii) NADA conducts in-competition and out-of-competition doping tests and ensures
that samples collected are analysed at WADA-accredited laboratories in accordance
with international standards. In 2025, 7939 samples of the athletes were collected for
implementation of the anti-doping measures.
(iii) NADA regularly conducts workshops, seminars, and training programs across
various regions and sports disciplines. These sessions are tailored for athletes, coaches,
medical staff, and other support personnel. In 2025, around 335 anti-doping workshops
were conducted during sports events and training camps, reaching approximately
30,000 participants.
(iv) NADA leverages social media platforms to disseminate information quickly and
effectively. During 2025, NADA’s total social media outreach reached 58,00,000,
reflecting its sustained commitment to strengthening digital engagement and promoting
anti-doping awareness among athletes and athlete support personnel through consistent
and impactful online initiatives.
(iv) The “Know Your Medicine” mobile application is promoted through education
awareness initiatives to help athletes verify whether medicines contain prohibited
substances and prevent inadvertent doping.
d) Sports is a state subject and the Union Government supplements the efforts of the State/
Union Territory Governments by bridging critical gaps. The Ministry of Youth Affairs and
Sports implements various schemes for the development of sports across the country. The detail
of the schemes is available in public domain on the website of the Ministry and on the website
of Sports Authority Of India at www.yas.nic.in/sports and also at
www.sportsauthorityofindia.nic.in .
