Shri DAGGUMALLA PRASADA RAO: Will the Minister of JAL SHAKTI be pleased to state: (a) the list of blocks selected under the Atal Bhujal Yojana (ABY); (b) the details of the funds allocated, released and utilised, year and State-wise; (c) whether any impact assessment has been conducted to measure the performance of the yojana; (d) if so, the details thereof along with the groundwater levels recorded before and after implementation during the last five years, block-wise; (e) if not, the timeline by which such impact assessment is likely to be completed; and (f) whether the Government proposes to include new blocks under ABY, if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) Atal Bhujal Yojana, a community-led participatory groundwater management scheme, was implemented as a pilot across 8,203 water-stressed Gram Panchayats in 229 blocks of 80 districts in seven States viz. Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh, during the period from 01.04.2020 to 15.10.2025. The list of 229 Blocks covered under the Atal Bhujal Yojana is provided at Annexure. (b) Atal Bhujal Yojana was a Program-for-Results (PforR) scheme, under which allocation of funds was based on the performance of the participating States against various disbursement linked indicators. On the basis of detailed field surveys in the scheme implementation areas and interactions with local communities, the study has recognized important changes brought about by the scheme, like enhanced community awareness on ground water issues through capacity building and IEC activities, women's participation in leadership and decision making in groundwater management, social inclusivity and overall knowledge enhancement and willingness of the community to partake in groundwater conservation and water management.
