SHRIVIJAYKUMAR HANSDAK: Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate: (a)the details of the budget allocatedandfunds released toStates/UTsfor the implementation of the District Mental Health Programme during the period from FY2021-22 toFY2025 -26, year-wise andState/UT-wise; (b) the status of the 25 Centres of Excellence sanctioned under the National Mental Health Programme (NMHP) along with the details of the number of students enrolled and staff vacancies since FY2021-22, speciality-wise, year-wiseandinstitution-wise; (c) whether the Government has undertaken or proposes to undertake any evaluation of the implementation status of the NMHP and if so, the details thereof and if not, the reasons therefor; and (d) the details of State-run mental health hospitals modernised under the NMHP during the last five years including details of upgrades undertaken and expenditure incurred, State/UT-wise and year-wise? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a) to (d) Health being a State subject, the primary responsibility for strengthening the healthcare system rests with the respective State/UT Governments. However, to address the burden of mental disorders, the Government of India is implementing the National Mental Health Programme (NMHP) in the country. The District Mental Health Programme (DMHP) component of the NMHP has been sanctioned for implementation in 767 districts for which support is provided to States/UTs through the National Health Mission. Facilities made available under DMHP at the Community Health Centre (CHC) and Primary Health Centre (PHC) levels for all including elderly, inter- alia, include outpatient services, assessment, counselling/ psycho-social interventions, continuing care and support to persons with severe mental disorders, drugs, outreach services, ambulance services etc. In addition to above services there isa provision of 10beddedin-patient facilityat the district level.The details of funds allocated and utilized under the District Mental Health Programme (DMHP) betweenFY2021-22 andFY2025-26, year-wiseandState/UT-wise at Annexure-I. Under National Mental Health Programme (NMHP), 25 Centres of Excellence (CoEs) have beensanctioned/strengthened across variousStates/UTsfor capacity buildinginmentalhealth manpower development covering four disciplines i.e. Psychiatry, Clinical Psychology, PsychiatricSocial WorkandPsychiatricNursing. Across 25 Centres of Excellence (CoEs), a total of 286 postgraduate (PG) seats have been increased, comprising 70 seats in Psychiatry, 77 in Clinical Psychology, 85 in Psychiatric SocialWork,and54inPsychiatric Nursing. The Ministry provides technical guidance and financial assistance to States/UTs for optimal utilization of these seats and filling up faculty vacancies through regulatory bodies. During the period from FY2021–22 to 2025–26, a total of 1,501 students were enrolled across these disciplines, including 361inPsychiatry, 464 inClinical Psychology, 391 inPsychiatric Social Work,and285inPsychiatric Nursing. The Government has undertaken an evaluation of the implementation status of the NMHP. The evaluation was conducted by the Development Monitoring and Evaluation Office of NITI Aayog. The Department of Expenditure, Ministry of Finance entrusted Development Monitoring and Evaluation Office (DMEO), NITI Aayog to conduct the comprehensive evaluation of Health Sector and its associated Centrally Sponsored Schemes (CSS). The DMEO published the study “Evaluation study of Centrally Sponsored Schemes of Health Sector(Package 07)” inSeptember2025.
