Willthe Minister of HEALTHANDFAMILYWELFAREbe pleasedtostate:
(a) total budgetary allocation to Department of Health Research (DHR) as percentage of
healthbudget andaspercentage of GDPfor last five years;
(b) whether Government has examined concerns raised by 164th Report on Demands for
Grants 2025-26 of DHRregardinglowallocation,only3.91percentof healthbudget and0.02
percentof GDP, despite repeated Parliamentaryrecommendations;
(c) reasons for non-compliance with Standing Committee’s earlier recommendation that
at least 5 percent of DoH&FW budget and 5 percent of health budget be allocated for health
research: and
(d) whether Government proposes toenhanceinvestment inhealthresearch overnext five
years, asrecommendedby Committee?

(a) Health Research in India is carried out by Department of Health Research (DHR) as well
as other Departments of Central Government like Department of Biotechnology, Department
of Science and Technology including Anusandhan National Research Foundation,
Department of Scientific and Industrial Research, Department of Pharmaceuticals, and
Department of Atomic Energy apart from the institutions like All India Institutes for Medical
Sciences (AIIMS). The year wise budgetary allocation of Department of Health Research
since 2021 isasfollows:

The annual allocation of Department of Health Research has ranged from 3.34% to 3.91% of
healthbudget while 0.017% to0.020% of GDPfrom 2021-22 to2025-26.(b) to (d) The Government allocates budget to various departments in view of the overall
priority of Government for different sectors of economy. The budget allocation of the
Department of HealthResearch hasincreased from Rs. 2663.00 croresin financialyear2021-
22 to Rs. 4821.21 crore for the financial year 2026-27, there is substantial growth of 81% in
the budgetaryallocation of the Department of HealthResearch.
