Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:
(a) the current operational status of PM-RAHAT (Road Accident Victims' Hospitalisation and Assured Treatment) scheme across National Highways;
(b) the total number of accident victims who have benefited from the โน 1.5 lakh cashless treatment facility since its nationwide rollout in February, 2026;
(c) the details of the "Grievance Redressal Officers" appointed at the district level to ensure that hospitals do not deny treatment under this scheme; and
(d) the budgetary allocation for the Motor Vehicle Accident Fund (MVAF) to cover "Hit and Run" cases where the offending vehicle remains unidentified? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI)
(a) In accordance with the legal mandate under Section 162 of the Motor Vehicles Act (MV Act), 1988, โPrime Minister -Road Accident Victimsโ Hospitalisation and Assured Treatment (PM-RAHAT) Schemeโ has been notified and comprehensive guidelines detailing the process flow, roles and responsibilities of respective stakeholders, and the Standard Operating Procedures (SOPs) for its implementation have been issued. The scheme has been launched nation-wide on 13.02.2026 after onboarding States/UTs on the digital platform except the state of West Bengal.
(b) Since the launch of the scheme, 1,596 road accident cases have been registered across the country as of 20 March 2026. Of these, 305 cases have been rejected by police officials.
However, even among the rejected cases partial scheme coverage was provided for 65 life- threatening cases until the time of rejection by the police to achieve the objective of reducing fatalities and provide financial certainty to the hospitals ensuring non-denial of treatment to such victims.
(c) As per comprehensive guidelines detailing the process flow, roles and responsibilities of various stakeholders, and the Standard Operating Procedures (SOPs) for implementation of PM RAHAT scheme issued vide S.O. 2489 (E) dated 04.06.2025, a Grievance RedressalOfficer (GRO) is to be appointed by District Road Safety Committee (DRSC) for every district. In case of dissatisfactory resolution of grievance by the DRSC, the same may be escalated to the concerned District Collector and thereafter to SRSC. The details of GROs received so far are attached as Annexure.
(d) Under PM RAHAT Scheme, the reimbursement to hospitals is being done through Motor Vehicle Accident Fund (MVAF) which is funded through contributions from General Insurance companies for cases where the offending motor vehicle is insured and through budgetary support for uninsured and hit & run cases.
As per section 161 of Motor Vehicles Act, 1988, Central Government is required to provide compensation in respect of the death of, or grievous hurt to, persons resulting from hit and run motor accidents. Accordingly, the Compensation to Victims of Hit and Run Motor Accidents Scheme, 2022 has been notified by Central Government and has been implemented vide GSR 163 (E) Compensation to Hit and Run Motor Accidents, Scheme 2022 with effect from 01.04.2022. The implementation of the Scheme is done by the States/UTs. Under this Scheme, a fixed sum of Rs. 2 lakh is to be provided in case of death, and a fixed sum of Rs.
50,000 is to be provided in case of grievous hurt. The compensation is required to be
provided to the claimants as per a time-bound procedure defined under the Scheme.
Rule 10(1)(c) of Central Motor Vehicles (Motor Vehicle Accident Funs) Rules, 2022 provides sources of fund in case of Hit and Run Compensation Account. This account shall be credited with such percentage of total third party premium collected by insurance
companies carrying on the business of motor insurance in India as specified by the Trust:
