SHRI ANTO ANTONY: Will the Minister of RAILWAYS be pleased to state: (a) the number of CCTVs that were installed at New Delhi Railway Station before February 15, 2025 and after this date; (b) the average daily footfall at New Delhi Railway Station during the last six months; (c) the number of RPF personnel deployed at New Delhi Railway Station at present and on February 15, 2025; (d) the number of incidents of theft, harassment/trespassing recorded on average per day at the said Railway Station; (e) whether the Government announced ex gratia payments before confirming the actual death toll in recent railway accidents; and (f) if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (f): CCTVs were already installed at New Delhi Railway station to cover outdoor areas like entry/exit points, foot over bridges, platforms etc. and indoor areas like waiting halls, ticket counters etc. However, some new areas were developed at New Delhi station premises after February 15, 2025 and accordingly additional CCTVs are provided to coverthese areas. Presently, 250 Nos of CCTVs are provided at New Delhi Railway station. The daily footfall at railway station depends on many factors which include holidays, festival season etc. The average daily footfall at New Delhi railway station during the period from May to Oct 25 was 2.86 lakh. To handle heavy rush of passengers at stations, it has been decided to develop Permanent holding areas, Complete access control, Wider foot- over-bridges (FOB), installation of Cameras at stations, War rooms creation at large stations, provision of latest design digital communication equipment like walkie-talkies, announcement systems, calling systems on all heavy crowd stations, new design ID card for staff and service persons, new design uniform for staff, upgradation of station director post, sale of tickets as per capacity at 76 stations including New Delhi station. Deployment of RPF/RPSF personnel at stations depends on volume of traffic and it varies with the situation. ‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule to the Constitution of India and therefore, State Governments are responsible for prevention, detection, registration, and investigation of crime and maintenance of law and order on Railways through their law enforcement agencies viz. Government Railway Police (GRP)/District Police. Railway Protection Force (RPF) supplements the efforts of GRP/ District Police to provide better protection and security to railway property, passenger area and passengers and for matters connected therewith.The details of cases of theft, harassment and trespassing over Indian Railways are published by National Crime Record Bureau (NCRB) in ‘Crime in India’ not station-wise. Accident victims are paid ex-gratia relief soon after an accident or untoward incident. Compensation for death/injury of railway passengers in train accidents and untoward incidents as defined under Section 124 and Section 124-A (read with Section 123) of the Railways Act, 1989, is decided by Railway Claims Tribunal (RCT) on the basis of a claim application filed by the victims/their dependents before RCT and it disposes of the cases after following the due judicial process. Railway Administration pays compensation when a decree is awarded by Hon’ble RCT in favour of the claimant and Railways decide to implement the decree. Compensation amount is over and above the ex-gratia amount. *****
