GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 4043 ANSWERED ON 30/03/2026 CENTRAL ASSISTANCE TO BHARAT FUTURE CITY PROJECT IN TELANGANA 4043. SMT. RENUKA CHOWDHURY: Will the Minister of Housing and Urban Affairs be pleased to state: (a) whether the Central Government is aware of the proposal of the Government of Telangana to develop Bharat Future City, envisaged as a net-zero, next-generation urban centre; (b) whether Government has received any proposals or requests from the State Government seeking Central assistance, policy support or clearances for the said project; and (c) whether any financial, technical or institutional support has been extended or is under consideration of the Central Government for the development of Bharat Future City? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): As per 12th Schedule of the Constitution of India, urban planning including urban development is the function of Urban Local Bodies (ULBs)/ Urban Development Authorities. Government of India supplements the efforts of the States through schematic interventions/ advisories. The Ministry also supports States/Union Territories in strengthening the urban planning ecosystem including promotion of planned greenfield urban development, through initiatives such as the Scheme for Special Assistance to States for Capital Investment (SSASCI). Under SSASCI 2025-26 Part X Urban Planning Reforms – Theme Based Greenfields Cities component, the Government of Telangana has submitted a proposal for Hyderabad Green Pharma City (popularly known as Bharat Future City) for incentives. The proposal has been assessed and submitted to Department of Expenditure, for further necessary steps. *****
