Parliament Question: Implementation of the Delhi Land Pooling Policy

O.I.H. GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 4049 ANSWERED ON 30/03/2026 IMPLEMENTATION OF THE DELHI LAND POOLING POLICY 4049. SHRI NEERAJ DANGI: SMT. JEBI MATHER HISHAM: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether it is a fact that the Delhi Land Pooling Policy which was notified in 2013 and amended in 2018, has not yet been properly implemented; (b) if so, the current status of region-wise implementation and the reasons for the delay of more than a decade; and (c) whether Government has laid down any timeline or roadmap to implement the policy in a mission-mode, including the provision of essential infrastructure such as roads, sewerage, water supply and electricity, if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): The Government had notified land policy vide S.O. 2687 dated 05.09.2013, further modified policy was notified vide S.O. 5220(E) on 11.10.2018 and the regulations for operationalization of the land policy were notified by DDA vide S.O. 5384 on 24.10.2018 under section 57 of DD Act, 1957. The implementation parameters for a sector to qualify for land pooling involve pooling of 70% of land with contiguity with voluntary participation by the land owners. Once a sector qualifies for pooling on these parameters, further steps for implementation is through a consortium of the land owners. Hence, the Policy involves predominantly voluntary measures to be taken by the land owners for implementation of land pooling. Delhi Development Authority(DDA) has been taking steps for removal of bottlenecks in the implementation of land pooling. The Ministry of Housing and Urban Affairs has accorded approval for issuing provisional notices for formation of consortium for sectors even where ‘contiguity’ condition is not met. Sub-division of sectors has also been done. For effective implementation of Land Pooling Policy and in order to create awareness among the land owners, field camps are being organised by DDA across the 105 land pooling villages at regular interval. …2/--2- The status of implementation of land pooling is as follows: 1. Willingness for pooling of 7865 Hectares of land has been received from the land owners under the land pooling policy: Zone Approx. DDA has issued provisional notice or notice, as the case may be, for consortium formation in respect of 16 sectors viz Sector 1, 2, 3, 7A, 7B, 7C, 8A, 8B,12A &12C in P-II zone and Sector 10A, 11, 14C & 17A, 18 of N zone and Sector 3 of L zone. 3. For sector 8B in Zone P-II, consortium has been formed and the sector layout plan of Sector 8B of Zone P-II has also been approved. The process for change of land use of sector has been initiated. Further, the successful implementation of this policy is based on voluntary participation of land owners along with the removal of the bottlenecks like formation of consortium, contiguity etc. As such, no fixed timelines for implementation of land pooling policy has been framed. *****
