CENTRAL ASSISTANCE TO KARNATAKA FOR MAJOR IRRIGATION AND FLOOD
MANAGEMENT PROJECTS
867. Shri E TUKARAM:
Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the Union Government has received proposals from the State Government of Karnataka seeking
Central Assistance under the Pradhan Mantri Krishi Sinchayee Yojana– Accelerated Irrigation Benefits
Programme (PMKSY–AIBP), the Flood Management and Border Areas Programme (FMBAP) and other
Central schemes for major irrigation and flood management projects with a total estimated cost of about Rupees
11,122.76 crore and if so, the details thereof;
(b) the present status of these proposals including technical appraisal, examination by the Central Water
Commission and grant of in-principle approval, if any, project-wise;
(c) the reasons for the delay in approval of the proposals that are still pending with the Union Government; and
(d) the steps taken by the Union Government to expedite their approval along with the likely timeline for
sanction of Central Assistance?
ANSWER

(a) to (d) Water, being State subject, water resources projects are planned, funded, executed and maintained by
the State Governments themselves as per their own resources and priority. Role of Government of India is to
provide technical support, and partial financial assistance for identified projects under ongoing schemes.
Technical examination by the Central Water Commission (CWC) followed by subsequent techno-
economic appraisal by the Advisory Committee of the Department of Water Resources, River Development and
Ganga Rejuvenation (DoWR, RD & GR) is a mandatory pre-condition for irrigation and flood management
projects seeking central assistance under any scheme of the DoWR, RD & GR.
Detailed Project Reports of five irrigation projects and one flood management project with a total
estimated cost of Rs. 11,122.76 crore has been received from Government of Karnataka in CWC. These
projects have been examined by CWC and their examination/appraisal status is given at Annexure.
Decision regarding inclusion of projects for central assistance under Pradhan Mantri Krishi Sinchayee
Yojana (PMKSY) or Flood Management and Border Areas Programme (FMBAP) depends on approved
guidelines and the financial allocations for PMKSY/FMBAP for the period 2026-31, concurrent with the award
period of the 16th Finance Commission.

Project Canal System
3. ERM of Tungabhadra Left 1444.42 The project was placed before the
Bank Canal System Advisory Committee of the DoWR, RD
& GR in its 162nd meeting held on
27.05.2026. The committee made some
observations for clarifications by the
project authority.
4. ERM of Indi Branch Canal 2666.70 The project has been examined by the
CWC and observations were
communicated to the Project Authority
for compliance.
5. ERM of Ghataprabha Right 1596.98 The project has been examined by the
Bank Main Canal CWC and observations were
communicated to the Project Authority
for compliance.
6. Flood Control and Flood 1610.00 The project has been examined by the
Management of Bennihalla CWC and returned to the Government
River of Karnataka due to
observations/shortcomings in the
proposal.
