Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased to
state:
(a) the total amount of central funds released to the State of Telangana under the
National Health Mission (NHM) and Ayushman Bharat–Pradhan Mantri Jan Aarogya
Yojana (AB-PMJAY) during the year 2024–25 and 2025–26, year-wise;
(b) the amount of funds utilised by the said State therefrom for clearing dues under
the converged Ayushman Bharat Aarogyasri Scheme;
(c) whether the Union Government has issued any advisory or withheld further
releases to Telangana due to mismanagement of centrally sponsored health schemes,
if so, the details thereof;
(d) whether it is a fact that fourteen Government Medical Colleges and attached
hospitals in the State have become non-functional in super-speciality services due to
over 1,200 faculty posts remaining vacant for the last two years, if so, the details
thereof; and
(e) whether the Government is considering direct recruitment by the Centre or taking
over at least three Government Medical Colleges in the State on the lines of AIIMS
and if so, the details thereof?

(a) to (e) Under the National Health Mission (NHM), technical and financial support
is provided to the States/UTs for strengthening the healthcare systems. Based on the
proposals received from the States in their Programme Implementation Plan (PIP),
approvals are provided keeping in view of the resource envelope of the States/UTs as
well as existing norms. Release of funds under NHM is subject to compliance by
States/UTs of the guidelines prescribed in this regard by Department of Expenditure,
Ministry of Finance.

Ayushman Bharat Pradhan Mantri-Jan Arogya Yojana (AB PM-JAY) is a centrally
sponsored scheme and costs are shared between Central and State Governments as
per the existing policy of the scheme. The ratio of Central share to State share in the
State of Telangana is 60:40.

Funds released under AB PM-JAY to the States/UTs is utilized for settlement of
hospital claims.The Ministry of Health & Family Welfare administers a Centrally Sponsored
Scheme (CSS) for ‘Strengthening and up-gradation of Govt. Medical Colleges for
starting new PG disciplines and Increase of PG seats’. Under the Scheme,
financial support is provided for development of infrastructure and procurement of
equipment. The fund sharing mechanism between the Centre and State
Governments is in the ratio of 90:10 for North Eastern and Special Category States,
and 60:40 for others.
A total of 511 PG seats have been approved in various government medical
colleges in the State of Telangana with an approved cost of Rs. 327.55 Crore in
two phases of the above said scheme. The college-wise and phase-wise details of
