Central Funds allocated to Gujarat Universities

Will the Minister of EDUCATION be pleased to state:
(a) the amount of funds allocated by the Central Government to various universities in Gujarat
including Kutch University during the last three years and the current year, year-wise and
university-wise;
(b) the number of posts of Lecturers, Senior Lecturers, Readers and Professors created in
various universities of the said State; and
(c) whether the Union Government has allocated funds for organizing special training classes
and skill development programmes in the said State and if so, the details thereof?

(a) to (c): The total grants released by the University Grants Commission (UGC) to the
universities in Gujarat, including Kachchh University, on Higher Education during 2022-23,
2023-24, 2024-25 and 2025-26 (upto 28.02.2026) is Rs.172.84 Crore, Rs.252.36 Crore,
Rs.241.43 Crore and Rs.227.04 Crore respectively for Central University, Malaviya Mission
Teacher Training Programme (MMTTP), various schemes of UGC primarily under settlement.

As per All India Survey on Higher Education (AISHE) data for the year 2022-23, number
of posts of Lecturers (including Selection Grade), Senior Lecturers, Readers and Professors
(Associate Professors, Assistant Professors, Additional Professor, Professor & Equivalent)
created in various universities of the said State are 572, 46, 30 and 6795 respectively.
UGC has approved 47 Higher Educational Institutions (HEIs) in the State of Gujarat to
offer skill-based programmes under the National Skills Qualification Framework (NSQF)
during the academic year 2020–21.
Further, Ministry of Education is implementing Rashtriya Uchchatar Shiksha Abhiyan
(RUSA) which is a Centrally Sponsored Scheme aimed at funding specific State governmentuniversities and colleges, so as to improve their quality by ensuring their conformity to prescribed
norms and standards. In alignment with National Education Policy (NEP) 2020, the Government
has launched the third phase of RUSA in June 2023 in the form of Pradhan Mantri Uchchatar
Shiksha Abhiyan (PM-USHA) for the period 2023-24 to 2025-26. The scheme has been further
extended till 31st March,2028, for completion of PM-USHA projects and for an additional 6
months (i.e.,30th September, 2026) for completion of ongoing RUSA projects.
Under PM-USHA, in the State of Gujarat, a total of 30 units have been approved for an
amount of Rs.419.15 crore, including 6 universities for a total amount of Rs.280 crores.
The Indian Council of Agricultural Research (ICAR) under Ministry of Agriculture has also
released grant of Rs. 58.137 cr. under the Plan Scheme for “Strengthening and Development of
Higher Agricultural Education in India” for strengthening amenities and quality assurance of
higher agricultural education and ICAR-scholarship/fellowship to the agricultural universities in
the State of Gujarat during the last three (2022-23 to 2024-25) and current financial year (till
date).
