Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:
(a) the amount of funds allocated/released and utilised by the Union Government to the States
across the countryinthe healthsector during the last five years, State-wise andyear-wise;
(b) the mannerin which such funds are allocated toeachStates andUnion Territoriesinthe country
alongwith the criteria fixedfor distribution of these healthfunds;
(c) the amount of funds owed/yet to be released to the State of West Bengal under the National
HealthMission (NHM) andthe amount of funds releasedso far, year-wisedetails; and
(d) the timeline fixedfor the release of the remainingfunds?

(a) to (d): With the objective of attainment of universal access to equitable, affordable and quality
health care services, the Ministry of Health & Family Welfare (MoHFW) is implementing National
Health Mission (NHM). Government provides technical and financial support to the States/UTs for
improvement in health infrastructure, availability of adequate human resources to health facilities, to
improve availability and accessibility to quality health care especially for the underserved and
marginalized groups. The details of State/UT-wise Central Release and Expenditure including West
Bengal underthe National Health Mission (NHM) from F.Y. 2020-21 to F.Y. 2024-25 is at Annexure-
I.
Further, Public Health, is a State subject hence the primary responsibility of providing basic health
services to all citizens of the country lies with the respective States/UTs Government. The proposals
from State/UT Governments are received in the form of Programme Implementation Plans (PIPs)under NHM and Government of India provides approval for the proposals in the form of Record of
Proceedings(RoPs) aspernorms & available resources.
Under NHM, annual resource envelope of a State is decided based on its population and a weightage
factorwhich dependson area of the State,healthlagandsocio-economic factors of the State.
As per Department of Expenditure (DoE), Ministry of Finance D.O. No. 32/PSO/FS/2015 dated 28th
October, 2015 the funding will be shared 60:40 between the Centre and the State (90:10 for the 8
North Easternand3HimalayanStates) and100:0for UTswithout legislature.
Release of funds under NHM is subject to compliance by States/UTs of the guidelines prescribed in
thisregardbyDepartment of Expenditure, Ministry of Finance.Annexure-I
