Dr. Kadiyam Kavya: Will the Minister of EDUCATION be pleased to state: (a) the number of Central Government-funded Higher Educational Institutions (HEIs) in the State of Telangana along with the details of institutions located in Warangal Parliamentary Constituency, including universities, engineering colleges and Kendriya Vidyalayas; (b) the amount of funds allocated, released and utilised for infrastructure development, research grants and digital learning facilities in institutions located in the said Parliamentary Constituency during the period 2023–25; (c) the details of the Gross Enrolment Ratio (GER) in higher education in the State of Telangana along with the district-level data for the said Parliamentary Constituency; (d) the number of beneficiaries from Warangal under Central scholarship schemes such as National Scholarship Portal (NSP) and the Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) during the said period; and (e) the steps taken by the Government to strengthen research, skill integration and employability outcomes in educational institutions in the said Constituency? ANSWER MINISTER OF EDUCATION (SHRI DHARMENDRA PRADHAN) (a) to (e) A statement is laid on the table of the House.STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 514 ANSWERED ON 30TH MARCH, 2026 REGARDING CENTRAL GOVERNMENT- FUNDED HEIs IN TELANGANA ASKED BY HON’BLE MP DR. KADIYAM KAVYA (a): There are 9 Central Government-funded Higher Educational Institutions (HEIs) in Telangana State. Out of these, 1 Central funded HEI (National Institute of Technology, Warangal) is in Warangal Parliament Constituency. The number of Kendriya Vidyalayas in Telangana State and Warangal Parliament Constituency are 35 and 1 respectively. (b): The total fund allocated to 9 centrally funded HEIs in Telangana State during 2023-25 is Rs. 2771.25 crore. In Warangal, the National Institute of Technology (NIT) has been allocated Rs. 64.38 crore during the period 2023-25, out of which Rs. 85.94 crore for infrastructure development and Rs. 55.79 crore for digital learning. Further, the total funds allocated/released/utilised for research grants during the same period is Rs. 131.89 Crore. Further, Ministry of Education is implementing Rashtriya Uchchatar Shiksha Abhiyan (RUSA) which is a Centrally Sponsored Scheme aimed at funding specific State government universities and colleges, so as to improve their quality by ensuring their conformity to prescribed norms and standards. Since inception of the scheme, 94 projects amounting to Rs. 767.60 crore have been approved for support in the State of Telangana including a total of 8 units amounting to Rs. 81 crore under Warangal Parliamentary Constituency. The University Grants Commission (UGC) also releases fund to the Institutions for infrastructure development and Research Grants and Digital Learning Facilities. The total amount of funds allocated/utilized to the institutions during 2023-25 for infrastructure development is Rs. 373.8 crore and for Research Grants and Digital Learning Facilities is Rs. 640.8 crore in the State of Telangana, including Warangal Constituency. (c): As per All India Survey on Higher Education (AISHE), 2022-23(Provisional) Gross Enrolment Ratio (GER) for India is 29.5 and for the State of Telangana is 42.7. The total enrolment in Telangana State is 15,28,573. The total enrolment in Warangal Parliamentary Constituency is 1,65,955 including districts Warangal(1,13,661), Hanumakonda(50,102), Jangaon (1,185) and Jayashankar Bhupalapally (1,007 ). (d): The National Scholarships Portal (NSP) is maintained by the Ministry of Electronics and IT (MEITY). The NSP has informed that in Warangal district, the number of students of higher education who received scholarships from the NSP was 1627 during the period 2023-24 to 2024-25. Further, in Warangal district, the number of students of higher education who received financial assistance in the form of scholarship/interest subvention, from the component schemes of PM-USP Yojana (PM-USP CSSS and PM-USP CSIS) was 1176 during the period 2023-24 to 2024-25. (e): Education being in the Concurrent List of the Constitution, strengthening research, skill enhancement and increasing employability in education is the responsibility of the Central and States Governments. The Government of India has framed National Education Policy (NEP), 2020, which emphasises integrating practical skills with general education. In alignment with this vision, UGC has issued ‘Guidelines for Internship/Research Internship for Under Graduate Students’, with an aim to improve their employability and understanding of the world of work. Further, UGC has formulated ‘Guidelines for Higher Educational Institutions to Offer Apprenticeship Embedded Degree Programme (AEDP)’ to enhance the employability of students.To achieve objectives of NEP 2020 and ensure availability of industry relevant knowledge to students of technical students, the All-India Council for Technical Education (AICTE) has taken several steps. These include developing updated model curricula in emerging fields like Artificial Intelligence, Data Science, Robotics, and VLSI with active industry participation; signing MoUs with leading organizations to promote internships, skill development, and faculty training; making internships a mandatory component through structured guidelines offering flexible formats; launching an Industry-Academia Mobility framework to bridge the gap between theoretical learning and practical application; providing an AICTE Career Portal to support students—especially in remote areas—with job search, internships, resume building, and interview preparation; and proposing the PROFICIENCE SCHEME to enhance skills and knowledge across diverse groups, including students, professionals, and lifelong learners. Further, The Ministry of Education, in collaboration with IIT Madras, has launched the SWAYAM Plus platform. The platform offers skill related courses in collaboration with industry partners, helping learners reskill, upskill, and become employment ready. The Ministry of Education implements the National Apprenticeship Training Scheme (NATS) to impart on-the-job training and enhance the employability of students of AEDP, graduates and diploma holders. Under NATS, more than 170 MoUs have been signed with Higher Education Institutions, to embed apprenticeship training within curricula as on 5th November 2025. For the financial year 2024-25, over 5.23 lakh apprentices were engaged under NATS. Currently, apprentices are undergoing apprenticeship training in various sectors such as IT/ITeS, Automobile and Auto components and BFSI, among others. A recent third-party evaluation of the NATS stated that 74% of trainees engaged in employment after the apprenticeship. Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth including graduates across the country with aim to enhance the employability of the youth to access employment opportunities by equipping them with industry relevant skills. Currently, PMKVY 4.0 is under implementation since FY 22-23 till FY 2025-26. Under PMKVY 4.0, there is provision of Post certification tracking of candidates for a period of one year. Through Skill India Digital Hub, candidates can have access to jobs and apprenticeship opportunities. The Department of Biotechnology (DBT) has strengthened the research in Warangal Parliamentary Constituency of Telangana through its Bio-RIDE (Biotechnology Research Innovation and Entrepreneurship Development) Scheme. DBT has supported 3 projects in the last three financial years which are (1.) Investigations on the signaling cascades mediated by Anaplastic Lymphoma Kinase (ALK) in neuroblastoma, (2.) Development of Engineered Biocatalyst for Biolectrochemical Conversion of CO2 to Formic Acid and (3.) Sustainable bioproduction of Nitrilase using unicellular Cyanobacterial species and in vivo and in silico enzyme characterization. The Ministry of Labour and Employment, Government of India, operates the National Career Service (NCS) Portal which is a one-stop solution for providing career related services including jobs from private and government sectors, information on online & offline job fairs, job search & matching, career counselling, vocational guidance, information on skill development courses, skill/training programmes etc. through a digital platform [www.ncs.gov.in]. *****
