CENTRAL SCHEMES TO STRENGTHEN ROAD AND DIGITAL
CONNECTIVITY
4059. Shri Darshan Singh Choudhary:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether works have been sanctioned by the Government under
the Pradhan Mantri Gram Sadak Yojana (PMGSY) or other
Central schemes to strengthen the road and digital connectivity
of the villages under Hoshangabad Lok Sabha Constituency;
(b) if so, the number of villages/habitations connected and still
unconnected with all weather roads in Hoshangabad Lok Sabha
Constituency during the last five years;
(c) whether any special package or priority has been set for the
remote, tribal and Narmada coastal villages of the area;
(d) whether the Government has taken any additional initiative to
enhance village level connectivity in rural areas through
internet/mobile networks, BharatNet and digital services; and
(e) whether the Government proposes any special action plan and
budgetary provision to connect the unconnected villages of
Hoshangabad Lok Sabha Constituency in a time bound manner
in future?

(a): Pradhan Mantri Gram Sadak Yojana (PMGSY) is a one-time
special intervention to provide rural connectivity, by way of a single
all-weather road, to the eligible unconnected habitations to the
targeted habitations. Later on, various other interventions/verticals
like PMGSY-II& PMGSY-III & Road Connectivity Projects of Left Wing
Extremism Affected Area were launched for
strengthening/upgradation of rural roads. The details of works
sanctioned and completed under various intervention/verticals of

comprises Narmadapuram (Hoshangabad) district and parts of
Narsinghpur and Raisen districts are as under :

Further, as per the information received from the Ministry of
Communications, Department of Telecommunications, details of
villages covered with mobile networks in the said constituency are
given below: -

(b): All the eligible unconnected habitations in the districts of
Narsinghpur (263), Raisen (323), and Hoshangabad (284) have already
been provided with all-weather road connectivity under PMGSY-I.
(c): A new vertical under the Pradhan Mantri Gram Sadak Yojana
called PMGSY-IV has been launched in September 2024. PMGSY-IV is
a strategic initiative by the Ministry of Rural Development designed
to provide all-weather road connectivity to habitations identified as
unconnected in the 2011 Census. The scheme operates on a five-year
implementation timeline extending from FY 2024-25 to 2028-29.
Under this phase, the programme targets habitations with a
population of 500 or more in plain areas, 250 or more in North-Eastern
Page 2 of 3states, Hill states, and Aspirational Districts/Blocks, and a lower
threshold of 100 or more in areas affected by Left Wing Extremism.
A key feature of PMGSY-IV is its convergence framework, which
integrates the road components of the Dharti Aaba Janjatiya Gram
Utkarsh Abhiyan (DA-JGUA) and the Pradhan Mantri Anusuchit Jaati
Abhyuday Yojana (PM-AJAY). Priority is given to tribal habitations
under DA-JGUA with a population of at least 500 (containing 50% ST
members) or 250 in Aspirational Districts (50 ST population).
Similarly, PM-AJAY prioritises habitations of 500 or more that
possess at least a 40% Scheduled Caste population. This unified
model ensures that infrastructure development is directly aligned
with socio-economic welfare targets across all States and Union
Territories.
(d): Department of Telecom has launched Digital Bharat
Nidhi (DBN)funded 4G Saturation scheme to provide 4G Mobile
services to uncovered villages. Also, BharatNet Project was
launched by the Department to extend Fiber connectivity to 22858
GPs of M.P.
(e): As replied to part (c) of the reply, the Government has launched
PMGSY-IV to provide all-weather road connectivity to habitations
identified as unconnected as per the population norms based on
the 2011 Census. The Ministry is working in close coordination with
the State to sanction the identified habitations under PMGSY-IV.
