(a)the details of Central Assistance provided by the Government
under the various Centrally Sponsored Schemes (CSS) aimed at
improving the welfare, social security and skill development of
labourers during the last five years and the current year, scheme
and State/UT-wise including Tamil Nadu;
(b)the details of the total number of labourers in Tamil Nadu benefited
from these schemes during the said period;
(c)whether the Government is aware of the difficulties being faced by
the State Governments, especially Tamil Nadu due to delays or
inadequacy in the release of Central Funds and if so, the details
thereof;
(d)the details of requests made by the Government of Tamil Nadu
seeking enhanced Central assistance or flexibility in scheme
implementation for better outreach among the labourers; and
(e)the details of the specific measures taken/proposed to be taken by
the Government to strengthen the condition of labourers in Tamil
Nadu?

REGARDING “CENTRALLY SPONSORED SCHEMES FOR LABOURERS”.
(a) to (e): ‘Labour’ is a subject on the Concurrent list in the
Constitution of India and the Central Government supplements the
efforts of all the States including Tamil Nadu for the welfare of
Labourers. The schemes of Ministry of Labour and Employment are
Central Sector schemes and implemented on pan India basis and fully
funded by the Central Government. Separate State-wise allocation
are not made for these schemes. Major welfare and social security
schemes being implemented are (i) Pradhan Mantri Shram Yogi
Maandhan (PMSYM), a voluntary contributory scheme with matching
contribution by Government of India for old age pension; (ii) Labour
Welfare Scheme (LWS) for welfare of Beedi / Cine / Non-Coal Mine
workers and their family members covering three components viz.
Health, Scholarship and Housing; (iii) National Career Service (NCS)
for establishment of Model Career Centres (MCCs); (iv) Employees'
Pension Scheme (EPS), 1995 implemented through EPFO; (v)
Aatmanirbhar Bharat Rojgar Yojana (ABRY) to incentivize employers
for creation of new employment and restoration of loss of
employment during Covid-19 pandemic; (vi) Rehabilitation of Bonded
Labourers for identification and rehabilitation of bonded labourers;
and (vii) Health services through Employees State Insurance
Corporation; viii) Pradhan Mantri Viksit Bharat Rozgar Yojana.
The details of expenditure under major welfare schemes
and number of beneficiaries, including the State of Tamil Nadu are
Annexed.
Ministry of Labour & Employment has also launched the e-
Shram portal (eshram.gov.in) on 26th August 2021. It allows an
unorganised worker to register himself on the portal on self-
declaration basis. The main objective of the e-Shram portal is to
create a National Database of unorganized workers, seeded with
Aadhaar, and to facilitate delivery under existing social security and
welfare schemes to such workers. As on 31.07.2025, over 30.97 crore
unorganised workers have registered on eShram portal including
93.10 Lakh in the State of Tamil Nadu.
Further, to foster employment, the Union Government has
recently approved the Employment Linked Incentive (ELI) Scheme
named as the Pradhan Mantri Viksit Bharat Rozgar Yojana which has
a financial outlay of Rs 99,446 crores. It is a transformative schemeaimed at catalysing employment generation, enhancing employability
and social security, with an additional focus on the manufacturing
sector across India including the State of Tamil Nadu.
In addition, Ministry of Skill Development and
Entrepreneurships’ Skill India Mission (SIM) delivers skill, reskilling
and upskilling training through an extensive network of skill
development centres/institutes etc under various schemes viz
Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikhshan
Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS)
and Craftsman Training Scheme (CTS) through Industrial Training
Institutes (ITSs) to all the sections of the society across the country.
The implementation of the schemes such as awareness
and mobilization of beneficiaries are addressed with support of State
and local authorities including those in Tamil Nadu by organizing
awareness camps, facilitating enrolment etc.ANNEXURE

• Duration of the scheme: From FY 2020-21 upto 2023-24.As on 31.03.2024, total beneficiaries are 60.49 Lakh, out of which 8.05 Lakh
beneficiaries are in the State of Tamil Nadu.
5. Health services through Employees State Insurance Corporation (ESIC): Under
the ESIC, there are a total of 166 Hospitals (61 ESIC and 105 ESIS) and 1603
dispensaries providing health facilities to 3,80,41,160 Insured Persons across India. In
the State of Tamil Nadu, there are 11 hospitals (03 ESIC and 08 ESIS) and 241
dispensaries and in-principle approval for 06 new hospitals has been given. There are
43,77,090 insured persons in the State of Tamil Nadu.
6. Rehabilitation of Bonded Labour Scheme: This scheme is demand driven where
funds are provided to States / UTs on receipt of proposals from them. The details of
number of beneficiaries and amount released for their rehabilitation during last five
years and the current year in the State of Tamil Nadu are as under:
