(a) whether the National Sports University has been established as a
Centre of Excellence for sports education in the country, if so, the
State-wise details thereof and the steps taken by the said university
for the development of sports education;
(b) the project cost of the said university being set up in the State of
Manipur and the current status of its establishment;
(c) the details of the partnerships or collaborations of the said
university with other National or International sports institutions;
(d) the key features and objectives of the National Centre for Sports
Science and Research (NCSSR) scheme;
(e) the number of universities and medical colleges selected by the
allocations of Government for grants under NCSSR scheme; and
(f) the amount of funds released to Lakshmibai National Institute of
Physical Education (LNIPE) by the Central Government during the last

(a) Yes. The National Sports University (NSU) was established
under the NSU Act 2018, passed by Parliament, to impart educationin the fields of Sports Sciences, Sports Technology, Sports
Management, and Sports Coaching. The NSU is currently operating
from its temporary campus at the Khuman Lampak Sports Complex
in Imphal, until the main campus is constructed at Koutruk, Imphal
West, Manipur.
The University offers two undergraduate programs, namely, Bachelor
of Physical Education and Sports, and Bachelor of Science in Sports
Coaching; four postgraduate programs in Physical Education and
Sports, Sports Coaching, Sports Psychology, and Applied Sports
Nutrition. NSU is also engaged in research in the fields of Physical
Education and Sports Coaching, with eleven PhD scholars currently
enrolled.
(b) The sanctioned construction cost for the project of the National
Sports University is Rs. 611.74 Crore. The Physical progress of
infrastructure development at the University stands at 92.50% as of
June, 2025. The scheduled date of completion of the University is
16.11.2025.
(c) Details of the partnerships or collaborations of NSU with other
National or International sports institutions are given at Annexure-I.
(d) & (e) The scheme of National Centre of Sports Sciences and
Research (NCSSR), run by the Ministry of Youth Affairs & Sports,
Government of India, aims to support high-level research, education
and innovation with respect to the high performance of elite athletes.
Under the Scheme, this Ministry has set up the NCSSR at Indira
Gandhi Sports Complex, Sports Authority of India (SAI), New Delhi as
the Hub and supports by providing sports science equipment to SAI’s
11 National Centres of Excellence (NCOE) and 2 High-Performance
Centres (HPC), which act as Spokes. The aims and objectives of
NCSSR are attached in Annexure II.
Further, the scheme also supports the setting up of the Sports
Sciences Department and Sports Medicine Department in the six
selected Universities/Institutions and five Medical Collegesrespectively, across the country. The list of Universities and medical
colleges selected by the allocations of Government for grants under
NCSSR scheme is given in Annexure III.
The NCSSR is equipped with specialized laboratories in
biomechanics, physiology, recovery science, performance analytics,
and other emerging domains. Expert professionals including
physiotherapists, biomechanists, sports psychologists, strength and
conditioning coaches, anthropometrist and nutritionists are deployed
across National Centres of Excellence to ensure holistic and
scientific-personalized care for athletes. The Government is focused
on providing comprehensive, technologically advanced, and
evidence-based services through the National Centre of Sports
Sciences and Research (NCSSR).
(f) Total amount of Rs. 268.85 Crore has been released to
Lakshmibai National Institute of Physical Education (LNIPE) by the
Central Government during the last five years.
