Parliament Question: CGHS Centres in Bihar

GOVERNMENT OFINDIA MINISTRYOFHEALTHAND FAMILYWELFARE DEPARTMENT OFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 4696 TOBE ANSWERED ON20THMARCH, 2026 CGHS CENTRES IN BIHAR †4696.SHRISUDHAKAR SINGH: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) the total number of Health centres and Central Government Health Scheme (CGHS) centres currently functioning in the State of Bihar, particularly in Buxar, Kaimur and Rohtas districts; (b) the details regarding the number of these centres that are Centrally sponsored and the numberof those operatedbythe State Government; (c) the district-wise details of the number of doctors, nurses and other healthcare workers posted at Health/CGHS centres across alldistricts of Bihar; (d) whether the Government hasanyproposal to establish additionalHealth/CGHS centresin Bihar, particularlyinthe districts of Buxar, Kaimur andRohtas; and (e) if so, the details of the proposed centres, the sanctioned budget and the expected timeline for theircompletionand if not,the reasons therefor? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (e): The National Health Mission (NHM) provides support for improvement in health infrastructure, availability of adequate human resources in health facilities, to improve availability and accessibility to quality health services in the country including Bihar. The Ministry of Health and Family Welfare provides technical and financial support to the States/UTs to strengthen the public healthcare system, based on the proposals received in the form of Programme Implementation Plans (PIPs) underNHM. Government of India provides approval for the proposals in the form of Record of Proceedings (RoPs) as per norms & available resources. The details of RoPs issued to States/UTs, are available at following web link: https://nhm.gov.in/index1.php?lang=1&level=1&sublinkid=1377&lid=744 A total of 1.84 lakh Ayushman Arogya Mandirs (AAMs) [erstwhileAyushmanBharat Health and Wellness Centres (AB-HWCs)] have been operationalized by strengthening Sub-health Centres (SHCs) and Primary Health Centres (PHCs) in the country, including 12,382 AAMs in Bihar, which deliver expanded range of comprehensive primary healthcare services encompassing preventive,promotive, palliative,rehabilitative, andcurative care. Health Dynamics of India (HDI) (Infrastructure & Human Resources), 2022-23 is an annualpublication, based on healthcare administrative data reported by States/UTs. Driver 1 As per established norms, in rural areas a SHC for a population of 5,000 (in plain) and 3000 (inhilly andtribal area),a PHCfor a populationof 30,000(in plains) and20,000(inhillyand tribal areas) andCommunity HealthCentre (CHC) for a population of 1,20,000 (inplain) and 80,000 (in hilly and tribal area) is suggested. Further, for urban area one Urban AAM is recommended for a urbanpopulation of 15,000 to 20,000,one U-PHC for a urban population of 30,000 to 50,000, One U-CHC for every 2.5 lakh population in non-metro cities (above 5 lakh population) and one U-CHC for every 5 lakh population in the metro cities. Further, First Referral Unit, Sub-District Hospital (SDH) and District Hospital (DH) provide secondary care services for rural & urbanarea. For opening of a new CGHS Wellness Centre in a new city, there must be minimum 2500 principal cardholders or 6000 beneficiaries. Further, the establishment of a new Wellness Centre is subject to the availability of sanctioned posts and approval of requisite budgetary provisions. *****
