This is an answer to Lok Sabha Unstarred Question No. 1940, to be answered on the 11th of December 2025, regarding challenges in the aviation sector. The Minister of State in the Ministry of Civil Aviation (Shri Murlidhar Mohol) stated that infrastructure expansion and development at airports is a continuous process, dependent on passenger demand forecasts, operational requirements for safety, airline demands, land availability, financial viability, and facilities related to intended aircraft operations. Manpower details in the Directorate General of Civil Aviation (DGCA), Bureau of Civil Aviation Security (BCAS) and Airports Authority of India (AAI) are detailed in Annexure I. The shortfall in manpower has not impacted the functioning of these organisations. Structural and administrative reforms in the aviation sector are ongoing, based on international aviation standards and evolving technological trends.

* **BCAS:** 598 sanctioned posts, 395 filled, 203 vacant.
* **DGCA:** 1630 sanctioned posts, 836 filled, 794 vacant.

CHALLENGES IN AVIATION SECTOR

Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) whether high operational costs, infrastructure bottlenecks and persistent human resource
shortages are some of the major challenges faced by the aviation sector of the country;
(b) if so, the details thereof and the response of the Government thereto;
(c) whether the Government has any plans to make structural and administrative reforms in
the aviation sector to ensure safety in air travel; and
(d) if so, the details thereof and if not, the reasons therefor?

and is undertaken from time to time depending up on the passenger demand forecast,
operations/regulators requirements for safety of aircraft operations and demand from airlines
depending up on the availability of land, financial viability and as well as other facilities
related to intended aircraft operations.;

Manpower position in Directorate General of Civil Aviation (DGCA), Bureau of Civil
Aviation Security (BCAS) & Airports Authority of India (AAI) is enclosed in Annexure I.;
