In 2017, the Chaugama Canal System was under the First sub-Division of Eastern Yamuna Canal, Shamli, as there was no Irrigation Division in Bagpat district at that time. Irrigation Division Baraut, Bagpat, was subsequently created on September 18, 2018, via order number 1353271220181600402017, incorporating two sub-divisions (III & IV) of Lower Division, Eastern Yamuna Canal, Shamli, and sub-Division IV of Drainage Division, Muzaffarpur.
The Chaugama Canal System originates from the tail of Loi Distributary of the Kallarpur distributary System. Geographically, 47.040 km of the canal's length falls within Muzaffarnagar district, while 51.160 km lies in Bagpat district, totaling 98.200 km. Given the proximity of the canal head to Shamli headquarters (20 km) and to ensure water availability within the Chaugama Canal System, the Irrigation and Water Resources Department, via Office Memorandum No. P343Hindon Krishnai Doab, dated June 25, 2022, directed that the maintenance and operation of the Chaugama Canal System be under the control of Lower Division, Eastern Yamuna Canal, Shamli. Currently, there is no proposal to transfer the Chaugama Canal System back to Irrigation Block Baraut, Bagpat.

Will the Minister of JAL SHAKTI be pleased to state:
(a) whether it is a fact that a plan was made by the Department of Irrigation and Water Resources, Uttar Pradesh
for the management of Chaugama Canal System during the year 2017 for Irrigation Block Baraut of Bagpat
district and if so, the details thereof;
(b) whether it is a fact that the control and operation of this system was later on transferred to Western Yamuna
Canal, Shamli whereas this system is useful for Bagpat district and if so, the details thereof; and
(c) whether the Government proposes to transfer the said Chaugama Canal System back to Irrigation Block
Baraut (Bagpat) so that the local farmers could get benefits of the same and if so, the details thereof?

(a) Hindon Krishnai Canal System (Chaugama Canal System) is operated and maintained by Irrigation and
Water Resources Department, Government of Uttar Pradesh.
As stated by State Government of Uttar Pradesh, during the year 2017, there was no Division of
Irrigation Department, UP in Bagpat district and Chaugama Canal System was under the First sub-Division of
Eastern Yamuna Canal, Shamli. Irrigation Division Baraut, Bagpat was created by the Government of Uttar
Pradesh order number – 1353/27-12-2018-160040/2017 dated 18.09.2018, in which two sub-Divisions III & IV
of Lower Division, Eastern Yamuna Canal, Shamli and sub-Division IV of Drainage Divison, Muzaffarpur
were adjusted .
(b) & (c) Irrigation and Water Resources Department, Government of Uttar Pradesh has informed that
Chaugama Canal System originates from the tail of Loi Distributary of Kallarpur distributary System. The Head
part of these canals falls in Muzaffarnagar district. The length in Muzaffarnagar district is 47.040 km and in
Bagpat district is 51.160 km i.e. total length is 98.200 km. Head of the Chaugama canals is only 20 km from
Shamli headquarter. As a result of bringing Chaugama Canal System under Sub-Division IV, Lower Division
Eastern Yamuna Canal, Shamli, these were transferred to Irrigation Division Baraut, Bagpat.
Since Kallarpur Canal System falls under the Lower Division, Eastern Yamuna Canal, Shamli, to ensure
availability of water in the Chaugama Canal System, Irrigation and Water Resources Department vide Office
Memorandum No.- P-343/Hindon Krishnai Doab, dated: 25.06.2022 issued orders to bring the maintenance and
operation of the Chaugama Canal System under the control of Lower Division, Eastern Yamuna Canal, Shamli.
There is no proposal, at present to transfer the said Chaugama Canal System back to Irrigation Block
Baraut (Bagpat).
