CHILD LABOUR CASES IN MAHARASHTRA
2346. DR. MEDHA VISHRAM KULKARNI:
Will the Minister of Labour and Employment be pleased to state:
(a) whether Government has taken note of cases relating to minor girls
reported missing or found engaged in child labour in various parts
of the country, particularly in Pune district of Maharashtra and if
so, the details thereof;
(b) the number of inspections conducted and child labour cases
detected and prosecuted during the last three years, State-wise;
(c) whether any convergence mechanism exists between the Ministry
and the National Crime Records Bureau to track vulnerable and
rescued minor girls and if so, the details thereof; and
(d) the further steps proposed to strengthen enforcement,
rehabilitation and skill development support for rescued minor girls?

(a) to (d): As per “Crime in India” a report published by the National
Crime Records Bureau (NCRB), cases registered during 2021, 2022 and
2023 under the Child and Adolescent Labour (Prohibition and
Regulation) Act, 1986[CALPRA 1986] in various states are placed at
Annexure.
The Ministry of Labour and Employment has taken following
steps to strengthen enforcement & inspection for elimination of child
labour, including minor girls:
(i) Framing of model State Action Plan enumerating action points to be
taken by respective State Governments.
(ii) Standard Operating Procedure (SOPs) issued by the Ministry
promotes convergence among agencies to strengthen enforcement
and to prevent exploitation of children and adolescents, including
minor girls.

(iii) Implementation of National Child Labour Project (NCLP) Scheme
for rescue & rehabilitation of child labourers under which the children
in the age group of 9-14 years which were rescued from work, enrolled
in the NCLP Special Training Centres (STCs) and were provided with
bridge education etc. before being mainstreamed into formal
education system. The scheme was subsumed with Samagara
Shiksha Abhiyan (SSA), a scheme of the Ministry of Education with
effect from 01.04.2021. The rescued child labourers are now being
mainstreamed into the formal education system through SSA.
(iv) Online portal, ‘Platform for Effective Enforcement for No Child
Labour (PENCiL)’ has been developed, which includes tools for
monitoring and tracking of the complaints.
